Description
RESPONSE DATE: Offers/Responses are due prior to the Closing Date and Time specified in BLOCK 9 on Page 1 of the Solicitation/Request for Proposal (RFP). The solicitation will be available in DIBBS on or about its estimated issue date of November 6, 2017. The subject requirement is for the acquisition of NSN 5999-00-134-5844 being bought to specification MIL-DTL-83413/7F (2). The FSC for the requirement is 5999. An Indefinite Quantity Long-Term Contract with a three-year base period and two option years is anticipated. The total duration shall not exceed 5 years. The proposed contract is set-aside for 100% small business concerns. Offers from other than small business concerns will not be considered. The Small Business size standard is 500 employees and the NAICS code is 334416. Full and open competition with exclusion of sources apply. The solicitation will be available on its estimated issue date of November 6, 2017 at https://dibbs.bsm.dla.mil/rfp. The estimated annual quantity is 13,110. Quantity ranges and delivery schedule will be noted on the RFP. FOB Origin-Government Arranged Transportation applies. Inspection/Acceptance requirements will be noted on RFP. All responsible sources may submit an offer/quote, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery, and other evaluation factors as described in the solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Interested parties may obtain copies of Military or Federal Specifications and Standards, Qualified Product Lists and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available on Adobe PDF format from the ASSIST database via the Internet at https://assist.dla.mil. Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the Internet using standard browser software. DLAD Note L09, Reverse Auction, may be used as a negotiation tool.
