- This is a Sources Sought Notice for the following services related to VA Medical Center, Bath NY project 528A6-18-635; Design for B-76 Renovations. The VA Medical Center, Bath, New York is seeking professional Architect/Engineer firms, under NAICS code 541310, to provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to Replace the Storm Drain System. The general scope of this project is for design services to renovate and improve accessibility and enhance the overall veteran experience at the existing hospital building, B-76. Design items include an ADA compliant main entry ramp to the ground floor elevator, regrading of existing roadway and patient drop off area, expanding the urgent care waiting area, repairing steps, providing canopy (or other material) coverage over existing entry steps and drop off areas. Additionally the VA would like to provide a coffee service drive-up window toward the south end of the building. All designs will follow, but are not limited to, VA Space Planning Specifications, in conjunction with the VA Master Specifications as outlined in the VA Handbook 7610. The design will also be done to ensure that it meets all the requirements / specifications for local, state, and federal codes. The estimated construction cost for the design must fall within the VA budget. Design work shall address structural, plumbing, electrical, HVAC and architectural concerns. The project will be located in the existing building 76 which is a listed historical building at the VA Medical Center located in Bath, New York. The A/E shall work with program staff to provide an operations flow study to maximize operational efficiency and provide maximum utilization of the existing space. All designs will follow the VA design guidelines, and specifications for VA construction. The design will be completed in a manner such that the estimated construction cost is within the VA budget. It is not expected that any new space will be added to the existing building footprint. EXISTING CONDITIONS The current location is situated in the existing building 76. The current building is a seven storied concrete & masonry building which was constructed in the late nineteen thirties. A/E SCOPE OF SERVICES 1. Provide investigative and schematic services, construction documents, working drawings, specifications, cost estimate, historical building review and obtaining approvals, permits, etc. with local, state and federal historical preservation officials, shop drawing review and construction period services as required to provide renovations at building 76. Services will include all Plumbing, Electrical, Architectural or other Engineering work associated with this project. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of all of the floors and areas associated around each construction area. 2. Provide contract specifications utilizing the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Bath VAMC electronically by either email or on a CD rom. All edited specifications are to be edited to the specified project and have all impertinent specs and information removed. 3. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, interview staff, etc. to provide a complete assessment of the proposed work. 4. Assess the intent and scope of this project and work with the Medical Center staff to develop final working drawings and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 5. Provide an electronic set and one (1) hard copy set of Architectural E1 (30 x42 ) size working drawings, specifications, and cost estimate at the 30%, 60% and the 90% review stage. Also, provide an electronic set and one (1) set of drawings stamped and signed by an Engineer and / or Architect licensed in the State of New York, specifications, and cost estimates at final design submission. Electronic set at 100% final stage is to be provided in both PDF and 2017 AutoCAD formats. 6. Upon completion of the 90% documents and prior to the red line and final adjustments, the A/E shall take the drawings and go completely through the design in the purposed spaces and make sure the contract drawings and specifications are 1. Feasible for construction and 2. Complete. 7. Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 120 days from award of contract. 8. Provide a detailed material/labor cost estimate for construction of this project at the 100% review stage. 9. Attend pre-bid job walkthrough and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. Attend pre-construction meeting. 10. Provide a technical review of all project submittals/shop drawings related to the project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner, (two week turnaround on all submittals) max. 11. Provide expeditious responses to all design/conflict questions encountered during the construction term. 12. Upon completion of the project, the A/E will do a complete walkthrough and review (punch list) of the completed project work and verification of the contractual obligations. 13. Upon completion of the project, provide a set of stamped Architectural E1 (30 x42 ) as-built drawings, as well as complete electronic sets in PDF and AutoCAD 2017 formats (including reference files/drawings/specifications). The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. The applicable NAICS code is 541310. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award. SDVOSB firms desiring consideration must have a working office located within 300 miles of the Bath, New York city limits and be licensed in New York State. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F.
