4 CBA for Warfighter FOCUS follow-on effort 3 CBA for Warfighter FOCUS follow-on effort 2 CBA for Warfighter FOCUS follow-on effort 1 CBA for Warfighter FOCUS follow-on effort Ft Irwin Current DOL Wage Determination Draft Data Rights Solicitation Attachment Draft Section B for Base and Option Years Draft CDRLS PWS with all attachments The U.S. Army Contracting Command Orlando has a requirement to procure mission support services for the Operations Group at the National Training Center (NTC). The mission support will provide advisory services, technical expertise and system operators to ensure that all facets of the training schedule are relevant, effective, and efficient. This is a follow-on effort to the U.S. Army Warfighter Field Operation Customer Support (FOCUS) Indefinite Delivery / Indefinite Quantity (ID/IQ) single award contract for the NTC Mission Support services. The anticipated NTCMS contract will provide annual mission support services allowing training for an estimated ten (10) rotational Brigade Combat Teams, no more than (5) small training events, and allow for the potential of unscheduled training events not to exceed the hours of (1) full Brigade Combat Team rotation. Services include: 1. Access Control services for specific buildings and ranges 2. After Action Review production and creation with Take Home Packages 3. Live Virtual Constructive Simulation Operator Support 4. Professional Civilians on the Battlefield (PROCOB) and Social Media Replication (SMR) support 5. Fire Markers and Battle Field Effect production services during life fire events 6. Division Tactical Operations Center (DTOC) and Training Analysis and Feedback Facility (TAFF) Operational Support 7. 52 Infantry Division (ID) Information Assurance Network Support with network equipment lifecycle maintenance 8. Mission Command Information System Support / Network Operations support 9. Distributed Common Ground System Army (DCGC-A) Operator support 10. Radio Operations with Tactical Operations Center Network support 11. Joint Planners (USAF) Subject Matter Expert support 12. Blue Force Tracker Operations (FBCB2 - BFT-JRC), installation, repair, and Maintenance Support 13. Replication of Human Intel (HUMINT) Operations Subject Matter Expert Support 14. Interagency Core Support Subject Matter Expert Support 15. Leadership Training Program support to include Subject Matter Experts 16. Special Operations Planners Subject Matter Expert Support. Each service category is severable and identified in the attached Draft Section B and Performance Work Statement (PWS). This effort is anticipating one standard contract for services and ancillary material to support training operations on or about the Ft Irwin California location. The anticipated contract will have (1) twelve month period of performance at award with (4) potential twelve month period of performance priced options. A hybrid contract is anticipated with Firm Fixed Price (FFP) Contract Line Item Numbers (CLINS), Cost CLINS, and Cost Plus Incentive Fee (CPIF) CLINS. The anticipated award date is the 4th Quarter of 2018. The NTCMS evaluation will focus on the four Factors. 1. Potential Contractors Technical Experience managing and / or executing large military specific service contracts 2. Total Staffing Approach (obtaining, sustaining, retaining, and incentivizing a qualified workforce) 3. Small Business Participation (no less than 40% of the total effort) 4. Cost and Price The NTCMS effort is a full and open competition under NAICS: 541330 - Engineering Services with a size standard of $38.5 million. The source selection decision will be made on a best-value subjective tradeoff basis; the source selection authority will consider non-price factors, as well as price in selecting a Contractor. The Government has scheduled a Pre-Solicitation Conference on 16 November 2017 at the National Training Center for this effort. Please email the Contract Specialist assigned to this effort for coordination to attend the event. All parties are required to register on or before 12 November 2017. A future post on FBO will contain the agenda and the full slide presentation. The event is for potential Prime and Subcontractors to review the requirement, provide input into shaping the acquisition, as well as an open forum for questions. Please forward any questions regarding the attached PWS and the draft Section B to the Contract Specialist no later than 13 November 2017. All questions will be reviewed and answered at the Pre-Solicitation Conference. After the Conference another posting will contain the attendance roster with points of contact as well as the question and answers compiled from the event.
