- NAVSUP Fleet Logistics Center Jacksonville, Florida intends to issue a Request for Quote (RFQ) on or about 1 November 2017. The solicitation will be issued utilizing Simplified Acquisition Procedures (FAR 13.5) on a 100% small business set-aside. The base period of performance commencing on 17 December 2017 will be for 12 months with four (4) one-year options periods including 52.217-8. The FSC Code is V003. The NAICS Code is 484210, with a size standard of $27.5M. The purpose of this acquisition is to provide Joint Base Charleston, Joint Base Charleston,SC Joint Personal Property Shipping Office (JPPSO) Northeast Detachment 2- Charleston, South Carolina with containerization and local drayage of Direct Procurement Method (DPM) for personal property shipments move via Charleston, SC that requires JPPSO Detachment 2 Charleston, SC to coordinate onward movement to final destination outside the Charleston, SC area or where the origin/final destination is in the Charleston, SC performance area. Household Goods Shipment Services cover Department of Defense (DoD) personnel who are transferring on PCS/TDYITAD, retirement, separation or housing orders. The DoD pays for household goods shipments and other moving expenses so it can deploy its personnel where needed to minimize adverse financial effects upon individual employees. Work is divided into two Areas: Area 42 South Carolina Counties of Berkeley, Charleston and Dorchester, with three schedules:- outbound, inbound and intra-city and intra-area moves and Area 43 South Carolina Counties of Bamberg, Orangeburg and Colleton counties), with three schedules - outbound and intra-city and intra-area moves. Offerors shall be required to provide separate pricing for each schedule in each area. The contract will be awarded to one contractor. Each schedule has specific roles and responsibilities and shall be performed in accordance with Defense Transportation Regulation (DTR) -Part IV, Personal Property. In general the contractor(s) shall be responsible to furnish all personnel, equipment, facilities, supplies, services and materials, except as specified in the Performance Work Statement (PWS) as government-furnished, for the preparation of personal property of DoD personnel for shipment and/or storage and related services through the DPM. For this requirement, the selected Offeror shall obtain access to Joint Base Charleston South Carolina. The RFQ will include instructions for preparation of quotes, the performance work statement, and evaluation criteria. It is the responsibility of interested parties to register with NECO and or FEDBIZOPS to download the synopsis, solicitation and subsequent amendments and all attachments. Offerors are encouraged to review the referenced websites frequently for updates.
