Description

RFI/ Sources Sought Notice The Department of Veterans Affairs, Network Contracting Office (NCO 6) is conducting market research through this Request for Information/ Sources Sought Notice for information related to vendors capable of providing fully automated Coagulation analyzers thorough a cost-per-test agreement for facilities in VISN 6. The analyzers must be able, at a minimum, to perform the following tests: PT/INR Prothrombin Time/International Normalized Ratio; APTT Activated Partial Thromboplastin Time; Fibrinogen; D-Dimer; Anti-Xa (Low Molecular Weight Heparin); and UFH Unfractionated Heparin. Additionally, the analyzers must have Cap Piercing technology to prevent exposure of employees to biological hazards; and the vendor must be able to provide and support Monthly Peer Quality Control Evaluation Program to meet College of American Pathologist Standards. The North American Industry Classification System (NAICS) Code for this acquisition is 325413, with a Classification code of 6630. This is not a request for bids, quotes, or proposals. This is a REQUEST FOR INFORMATION/ SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in socio-economic set-aside feasible. The Veterans Administration is required by Public Law 104-9 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete enter a set-aside. If insufficient veteran-owned and small business responses are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary, and all information is to be submitted at no cost or obligation to the Government. This notice is for informational and planning purposes only, and does not constitute a solicitation or a commitment by the Government to later publish a solicitation. Interested parties should submit with their response the following information no later than 10:00 AM EST November 14, 2017 and include POC information, FSS contract number (if applicable), business size, and business SBA classification(s).
