- Sources Sought Synopsis Only The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 213112 with size standards of $38.5 Million. Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the project, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. General Requirements: The VA Long Beach Healthcare System (VALBHS) has a requirement to establish a contract to conduct monthly inspections for the fifteen (15) Underground Fuel Storage Tanks. Background: The Underground Fuel Storage Tanks house all the required fuel for the emergency generators that provide critical power for each building throughout the VALBHS. These tanks must be kept clean from all the debris and water to ensure the fuel will be able to generate emergency power at its full capacity in the event of a natural disaster. All the emergency generators rely on the fuel that is provided to them to keep running. There are plenty of buildings that house critical care patients, patients on life support, and other lifesaving equipment that help monitor the current status of every patient. It is imperative to have emergency power for all the buildings in the event of a loss of power to ensure that all patients will have the adequate care through the specialized equipment being powered by the emergency power, that when an event of a loss of power the emergency generators will kick on and provide the adequate power for those pieces of equipment. Scope: The Contractor shall provide the designated operator monthly inspections, monitoring system certifications and the vapor recovery tests of all fifteen (15) Underground Fuel Storage Tanks through the Veeder Root monitoring system.
