- Description
- NAVAIR intends to enter into sole source negotiations and subsequently award an Order under Basic Ordering Agreement N00019-16-G-0006 to General Atomics (GA), San Diego, California (CA). This contract is for the procurement of AAG and EMALS spare parts to support CVN 78 prior to the AAG and EMALS Material Support Dates. Furthermore, GA may be required to provide the material and labor necessary to manufacture, assemble, inspect, integrate, and test the spares at the Joint Base McGuire-Dix-Lakehurst, NJ test facilities or onboard the CVN 78. As the sole designer, developer and manufacturer of EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. A determination by the GOvernment not to compete this effort is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
