- AMENDMENT 0001- N00164-18-R-WM09-0001 - SOLE SOURCE - ENGINEERING SERVICES PROVIDING TECHNICAL SUPPORT FOR SURFACE ELECTRONIC WARFARE IMPROVEMENT PROGRAM (SEWIP) BLOCK 1B3 HIGH GAIN HIGH SENSE (HGHS) SYSTEM - PSC K020 - NAICS 541330 Issue Date: 05 OCT 2017 - Closing Date: 08 NOV 2017 - 14:00 EST ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Engineering services providing technical support for the SEWIP Block 1B3 HGHS, a critical component of the AN/SLQ-32 (V)6 system. SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, General Dynamics Mission Systems (GDMS) 12450 Fair Lakes Cir Site 800, Fairfax, Virginia 22033-3810, under the authority of FAR 6.302-1. This is being sole sourced because GDMS is the only source capable of providing the highly specialized services required to perform all of the services required for the HGHS system. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Basic Ordering Agreement (BOA) is anticipated to include engineering and technical services; engineering changes; system and Ship Replaceable Unit repair, modification, and refurbishment; provision of test support equipment; assistance in depot support and sustainment, including technical data, unique test sets/equipment, procedures, and training; and travel and program management in support of Surface Electronic Warfare Improvement Program (SEWIP) Block 1B3 HGHS, a critical component of the AN/SLQ-32(V)6 system. Job Order (JO) 0001 is anticipated to provide services of qualified personnel to repair assemblies and components that are screened both electrically and environmentally. Contractors must be properly registered in the System for Award Management (SAM). All changes that occur prior to the closing date will be posted to the FedBizOpps website.
