- Drawing 12553835 Drawing 12934625 Drawing 12369004 QAP 12934625 Title: Request for Information (RFI) for Liquid Refrigerant Receiver The US Army, Army Contracting Command -New Jersey (ACC-NJ) Joint Armaments Center, Picatinny Arsenal, NJ 08706-5000 in support of Army Research and Development Center (ARDEC) is conducting market research to identify potential suppliers of the Liquid Refrigerant Receiver for the Microclimate Conditioning System (MCS) of the M109A6 Paladin Self Propelled Howitzer. This Request for Information (RFI)/Sources Sought Notice is issued solely for information-gathering purposes, and does not constitute a formal solicitation for proposals or abstracts. The Government will not compensate any respondent for any cost incurred in preparing information provided to the Government. 1. Background: The M109A6 Paladin Self-propelled Howitzer is a military tracked vehicle used for ranged artillery support. The vehicle includes a complement of four crew members: a driver, a gunner, a loader, and a commander. Due to the ambient and induced environmental extremes encountered, the Microclimate Conditioning System (MCS) was incorporated to alleviate thermal stresses of the crew members. The MCS also filters Nuclear, Biological, and Chemical (NBC) contaminants from the crew members breathing air by passing it through a military NBC filter. The MCS assemblies include a Liquid Refrigerant Receiver to accumulate the reserve liquid R-134a refrigerant. 2. Requirements: 2.1 The contractor is requested to respond with evidence of engineering experience and infrastructure necessary to build initial and production quantities of Liquid Refrigerant Receivers in accordance with: 1. Drawing 12553835, Liquid R-12 Receiver (Altered Item Drawing) 2. Drawing 12934625, Liquid R-12 Receiver (Specification Control Drawing) 3. Drawing 12369004, Paint Systems for Steel, Interior Surfaces, White 4. Quality Assurance Provision (QAP) 12934625, Liquid R-12 Receiver 2.2 The contractor is requested to respond with a Rough Order of Magnitude (ROM) cost estimate and schedule to fabricate and test initial prototype Liquid Refrigerant Receivers per the requirements in RFI section 2.1 for initial quantity of 3. 2.3 The contractor is requested to respond a ROM cost estimate and schedule to fabricate and test Liquid Refrigerant Receivers per the requirements in RFI section 2.1 for production quantities of: 10, 20, and 50. 3. Applicable Documents: The documents identified in section 2.1 are attached to this notice. 4. Deliverables: The Contractor is requested to provide a written response to the Requirements stated in section 2 of this RFI that is limited to 20 total pages. Additionally, please list available existing contracts (GSA, etc.), or any additional relevant information not listed above. Responses shall also indicate the size of the business entity, large or small, and CAGE Code. Please provide the name of the company, address, POC phone/fax number and email address. TELEPHONE INQUIRIES/SUBMISSIONS WILL NOT BE ACCEPTED. The Government will accept questions via email ONLY. 5. This Request for Information is for informational and planning purposes only; it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. Information provided will not be returned. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. 6. The Government is not seeking, and will not accept, unsolicited proposals. Responders are advised that the Government is not responsible and will not pay for any information or administrative costs incurred in responding to this notice. The closing date for responses to this request is No Later Than (NLT) 27 November 2017.
