Description
The General Services Administration (GSA) is seeking sources for the Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN) Commercial Hosting Services (CHS) Cloud Services Consumer effort. The Government intends to establish a multiple-award Blanket Purchase Agreement (BPA) for this effort. CONTRACTING OFFICE ADDRESS: GSA Acquisition Operations Division (5QZA) 1734 Corporate Crossing Suite 2 O'Fallon, IL 62269 INTRODUCTION: This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of both large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, and Woman Owned Small Business) to provide the required products and/or services. SPAWARSYSCEN Atlantic, Data Center Hosting Services (DCHS) supports the rapid and appropriate delivery of cloud service offerings. The DCHS team is charged with provisioning cloud services to authorized DoD consumers based upon their technical and policy requirements and funding relationships. As the next phase in brokerage operation functions, DCHS requires a Cloud Service Provider Reseller to assist with the setup and high level oversight of commercial service provider accounts. DCHS currently offers commercial hosting services through Amazon Web Services, and in the future will be open to other Infrastructure as a Service (IaaS) Cloud Service Providers who have a FEDRamp Provisional Authorization (PA). DISCLAIMER: This sources sought notice is for informational purposes only. This is not a request for quote. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. REQUIRED CAPABILITIES: In their submissions, potential sources shall provide detailed responses on their ability to deliver/perform all of the services required in the attached PWS. If the potential source is not currently capable of meeting all or a portion of the above requirements, but is planning to have these service capabilities in the future, the sources can provide information on the future capabilities of their business. Additionally, the contractor's response should address the following specific requirements: 1)Whether your company is a Cloud Service Provider Reseller. Please provide copy of certified reseller agreements. 2)The types of pricing models you support (i.e., subscription based and/or consumption based). 3)An explanation of what services are included with compute hosting, storage, networking, etc. (or commodity portions) of this effort. Please explain whether labor line items would be required or if the service/labor requirements are included as part of purchasing the commodity portions of the effort. 4)Comments and/or suggestions for a procurement strategy for repetitive cloud purchases; i.e., BPA. 5)Comments and/or suggestions on the attached PWS. 6)Is there any way to leverage the "elastic"/"pay for what you consume" nature of cloud computing rather than traditional "static"/"lift and shift" cost structures (i.e. if computing/instances are higher during some portions versus lower usage at other times. SOURCES SOUGHT: This sources sought notice is requesting responses to the following criteria from all businesses that can provide the required services. SUBMISSION DETAILS: Responses should include: 7)Business name and address; 8)Name of company representative and their business title; 9)Type of Business (Small/Large) and applicable NAICS code(s); 10)Cage Code; 11)Information on any Contracting Vehicles (i.e., GSA Schedule, Government-wide Acquisition Contract, etc.) this service could be provided under and whether you are a small business under that specific vehicle and NAICS code; 12)Detailed information addressing the Required Capabilities section above; 13)Past Performance Information on similar requirements Vendors who wish to respond to this notice should send responses via email no later than Thursday 09 Nov 17, 4:00 PM Central Standard Time (CST) to Lindsey Mitchell at lindsey.mitchell@gsa.gov and Jackie McGlone at jacqueline.mcglone@gsa.gov. Interested businesses should submit a brief capabilities statement package (no more than 15 pages) demonstrating ability to perform the services listed in the PWS. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
