Description
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Quote. Feedback is encouraged and appreciated. The 413th Contracting Support Brigade, Regional Contracting Office Fort Wainwright Alaska, is seeking information on sources for the procurement of an Instructor to teach several Fire Certification Classes for the Fort Wainwright Fire Department, Fort Wainwright, Alaska 99703. The Contractor MUST be certified in the areas that they are teaching. Requested Service The contractor shall provide services for the certification of up to 20 personnel per class to be certified in Fire Officer I, Fire Department Safety Officer (ISO), and Fire Inspector II certifications. 1. Fire Officer 1 Certification Program (including certification testing) in accordance with NFPA 1021. 2. Incident Safety Officer Certification Course (including certification testing) in accordance with NFPA 1521. 3. Fire Inspector II Certification Program (including certification testing) in accordance with NFPA 1031. The Contractor shall first teach the Fire Officer I Course. Once the Fire Officer I class is complete, the Contractor shall teach the Fire Department Safety Officer (ISO) Course. Once the ISO Class is complete, the Contractor shall teach the Fire Inspector II Course. These will be back-to-back-to-back classes. The Vendor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision and other items and non-personal services necessary to perform certification to FO-1, ISO, and FI-II. Special Qualifications: The Instructor must be certified in the subject that they are teaching. The Instructor shall be able to issue IFSAC and/or Pro Board Certifications. The North American Industry Classification System (NAICS) code contemplated for this service is 611310, Colleges, Universities, and Professional Schools, with a size standard of $27.5M, however respondents may identify other potential NAICS codes and the reasoning to support the recommendation. This notice is not designed to discourage competition from any business interested in this requirement. Since the current capabilities must be confirmed, all eligible large and small businesses are encouraged to respond. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued it will be posted on www.fbo.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONSE TO THIS SOURCES SOUGHT: It is requested that interested businesses submit the following information: (1) Information regarding the contractor's capability to provide the required Fire Certification Classes, (2) Company size in relation to the applicable North American Industry Classification System code (NAICS) 611310, size standard ($27.5M), (3) Commercial and Government Entity (CAGE) Code (4) DUNS Number and (5) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran owned small business, or service disabled veteran owned small business (5) Comments/questions concerning this sources sought notice; and 6) Point of Contact information to include name, email address and telephone numbers. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE / MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services/supplies are invited to submit a response to this Sources Sought Notice by 06 Nov 2017, 3 PM (EST).
