Description
The Army Contracting Command - Rock Island (ACC-RI) intends to modify the three Indefinite Delivery Indefinite Quantity Contracts under Information Technology Enterprise Solutions - Software (ITES-SW) to increase the shared ceiling by $139,000,000.00 from $49,000,000 to $179,000,000.00. The ITES-SW scope remains unchanged. The ITES-SW contracts provide commercially available-off-the-shelf (COTS) software products and maintenance that have obtained a full Certificate of Networthiness (CoN) through the US Army's Network Command (NETCOM) networthiness process in the four following NETCOM categories: IT Utility and Security, Modeling and Simulation, Multimedia and Design, Program and Development. Only software and software maintenance not available on another Enterprise Software Initiative agreement can be offered on an ITES-SW contractor's catalog. The ITES-SW contractors must have a Letter of Authorization from each Software Publisher whose products are included on their ITES-SW catalogs. The proposed contract action is for software and maintenance for which the Government intends to solicit and negotiate only with ITES-SW contractors under the authority of Federal Acquisition Regulation (FAR) 6.302-1. The current contracts are scheduled to expire on 10 February 2020. The increased ceiling will provide for uninterrupted deliveries to Army only customers through the end of the period of performance. This notice of intent is not a request for competitive proposals and no solicitation is available. Not awarding this extension would cause serious harm to the Government; however, the Government will consider responses from all responsible sources received by the date and time identified. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source extension described in this notice, and such determination shall be made at the sole discretion of Jill Sommer, the Contracting Officer.
