- The Naval Air Systems Command (NAVAIR) intends to award a firm-fixed price contract to The Boeing Company (TBC) (CAGE 76301) of 6200 McDonnell Boulevard, St. Louis, MO 63134-1939, for Engineering Change Proposal (ECP) 6499, "Update of the Lateral Stick Position Sensor," for the F/A-18E/F and EA-18G aircraft. This contract action will be for the non-recurring engineering efforts for an update to the Lateral Stick Position Sensor (LSPS), which has been experiencing elevated removal rates over the last several years due to "binding" and/or dragging conditions. This effort includes production and retrofit non-recurring and recurring engineering, development of technical documentation (Technical Directives, to include retrofit drawings, Technical Publications, and Logistics Product Data), validation kit, verification kit, and validation installation. This effort is intended to be procured on a sole source basis under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment) pursuant to the statutory authority of 10 USC 2304 (C)(1), as implemented by Federal Acquisition Authority (FAR) 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." As the sole designer, developer, manufacturer and integrator of the F/A-18E/F and EA-18G aircraft in its various configurations, TBC is the only known responsible source with the necessary technical data, knowledge, expertise and on-site personnel to accomplish this effort. The Government does not currently possess the necessary technical data to complete the non-recurring engineering efforts for the LSPS using a source other than The Boeing Company. Therefore, NAVAIR has determined that award of this effort to any source other than The Boeing Company would result in unacceptable delays to fielding this requirement. Th is synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a Statement of Capability and Qualifications with sufficient detail that clearly demonstrates the capability to perform the Government's requirement no later than 5 days following the posted date of the synopsis. The Government will utilize the capability statements received as market research data to confirm the sole source acquisition intent or to reconsider a competitive procurement. A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.
