- SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted. The applicable North American Industry Classification System (NAICS) code is 238220 Plumbing, Heating and Air Conditioning Contractors, with a small business size standard of $15 Million. The estimated value of the procurement is between $2,000,000 and $5,000,000 (inclusive of options). Performance and/or Payment bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform the following work: The project scope includes all labor, materials, equipment, transportation, supervision and disposal required for the replacement of HVAC and plumbing systems in 9,600 Sq. ft. Multi-Mission Building and 6,900 Sq. ft Boat Maintenance Facility at STA Jones Beach, Freeport, New York on Long Island. Both are single story, slab on grade masonry construction. Work includes the following: Base Bid-Replace heating plant and central domestic hot water heating plant Replace galley exhaust and make-up air handling system Remove and replace VAV system with new HVAC system Installation of geothermal bore field for new HVAC WSHP system Repair the existing attic insulation system Replace the existing ceiling and lighting systems throughout the building Replace all exterior doors and associated hardware Removal of existing 40 kW generator and associated infrastructure in BMF Installation of new 125 kW generator, automatic transfer switch, and associated electrical infrastructure Incidental architectural, electrical, and fire alarm modifications will be required in support of the HVAC repairs. Option #1 - Replacement of MMB plumbing fixtures and bathroom finishes Replacement of MMB interior doors Repair MMB training room ceiling Option #2 - Replacement of MMB galley exhaust duct and fan Option #3- Boat Maintenance Facility (BMF): Replace heating plant and central domestic hot water heating plant Replace HV-1 and HV-2 and associated ductwork and controls Modification of existing boat bay H&V system Replace the existing ceiling and lighting systems in non-boat bay areas Incidental architectural, electrical, and fire alarm modifications will be required in support of the HVAC repairs Option #4 -Replacement of plumbing fixtures and bathroom finishes Replacement of wind screen Option#5-Remove and replace the Computer Network cabling and Public Address system cabling, and provide other incidental work as specified throughout the MMB. Option#6- Remove and replace the Computer Network cabling and Public Address system cabling, and provide other incidental work as specified throughout the BMF. The work of this OBI shall also include installation of a Fiber Optic Cable between the MMB and BMF. This OBI will not be awarded unless OBI #3 is also awarded. Period of Performance: Award is anticipated to be made in Spring 2018. The period of performance inclusive of all optional bid items is estimated to be 19 months.
