- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME ARCHITECT AND ENGINEERING FIRMS. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to glenda.a.canty@usace.army.mil no later than 2:00 p.m. CST, 9 November 2017. Project Description: The USAF Academy Cadet Field House was built in the late 1960’s and is configured around three major spaces; the basketball arena, the ice rink, and the multipurpose room. The Clune Arena (Basketball Arena) and the Ice Rink are located in the southern half of the building occupying approximately equal quadrants with the Basketball Arena located in the southwest quadrant and the Ice Rink in the southeast quadrant. The Multipurpose Room occupies the entire northern portion of the facility. The building has three main levels, spectator level, participant level, and multipurpose level. The spectator level serves as the public access space with its main entry on the south side of the building. The participant level is the floor elevation of the Basketball Arena and Ice Rink. This level also includes the administration offices and locker rooms. The lowest level is the multipurpose level and can be observed from above through windows located at the spectator level. The field house is arranged to allow activities to be held simultaneously in the all three of the facilities. The Basketball Arena has seating for approximately 6,050. The Ice Rink has seating for approximately 2,550. The Multipurpose Room has seating for approximately 1,000. The intent of this project is to provide the design for the building’s renovation. W ork includes installation of new lights over the Basketball Arena and main concourse, installation of the major components of the geothermal system including all mechanical room work at the participant level, renovation and expansion of restrooms on the spectator level, replacement of floor coverings in specifically identified areas, and repairs to the building envelope in specifically identified areas (primarily located at the catwalk level). The statement of work stipulates that the project shall be certified by the USGBC as LEED “Certified”. Under the 2012 IBC the primary occupancies are classified as A-3 (Multipurpose Room) and A-4 (Basketball Arena and Ice Rink). The Field House currently has an automatic fire sprinkler system at the participant levels of the Basketball Arena and Ice Rink only. To be fully compliant with current codes the automatic fire sprinkler system must be augmented to provide protection throughout the entire building. The Field House has a roof drain system is tied to a 15” stormwater pipe. The existing roof drain system is sufficiently sized by current IPC criteria however it does not provide for a secondary overflow emergency drain system with a separate discharge point as required by IPC Sections 1107.1 and 1107.2. Upgrades to the roof drainage system are included in the scope. The existing plumbing fixture count and distribution of facilities between Men and Women does not comply with current code and criteria requirements. Renovation and expansion of the rest rooms on the spectator level are included to address the deficiencies. Phasing of the construction work at the Cadet Field House is critical to success of the project(s). The Field House must remain in operation during the periods of construction. The construction period for each area must be coordinated with the user to determine the best time of year to impact the affected area. The current expectation is that the full Mechanical and Electrical Repair Projects will occur in up to four distinct major phases. Phases 2, 3, and potentially 4 will separately address the mechanical work directly associated with the Basketball Arena, Ice Rink and the Multipurpose Room as well as some smaller ancillary repair projects associated with each of the major use areas. It was also determined that the rest room repairs should be broken into two phases to ensure that some rest room facilities on the spectator level are accessible during key event seasons. Interested PRIME ARCHITECT AND ENGINEERING FIRMS ONLY should submit a narrative demonstrating their experience in design projects of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required. Please include the following information in your response/narrative: · Company name, address, and point of contact, with (h)er/is phone number and email address · Business size to include any official teaming arrangements as a partnership or joint venture · Details of similar projects and state whether you were the Prime or Subcontractor · Dates of design work · Project references (including owner with phone number and email address) · Project cost, term and complexity of job Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME ARCHITECT AND ENGINEERING FIRMS.
