- NASA/Headquarters has a requirement for follow on support to the Delay/Disruption Tolerant Networking (DTN) Project of the NASA Advanced Exploration Systems (AES) Division and follow on support to the NASA DTN Standards Efforts of the NASA Space Communications and Navigation (SCaN) Program. Efforts for the DTN Project include specific expertise in the areas of systems engineering, system architect, project planning activities, coordination with standards bodies, and deployment kit evolution. Efforts for the SCaN Program include specific expertise in the areas of protocol engineering, design, analysis, networking, modeling and simulation, and communications. NASA/Headquarters intends to purchase the services from MITRE Corporation / National Security Engineering Center (NSEC) Federally Funded Research and Development Center (FFRDC). FFRDCs are not allowed to compete with industry for requirements. MITRE Corporation operates the NSEC FFRDC under the Department of Defense's (DoD) sponsoring agreement. Non-DoD Users, such as NASA must seek approval in writing by the Deputy Assistant Secretary of Defense for Systems Engineering (DASD(SE)) within the office of the Assistant Secretary for Research and Engineering (ASD(R&E)). NASA has previously received approval for these services. NASA/Headquarters is pursuing this requirement non-competitively as it is highly specialized services which if awarded to any other source would cause (1) Substantial duplication of cost to the Government that is not expected to be recovered through competition; and (2)unacceptable delays in fulfilling the agency's requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 11, 2017. Such capabilities / qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
