Description
SOLE SOURCE FBO JUSTIFICATION Sole Source FBO Notice NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), provide AY Lower Housing 42TT400ML ABS for the NOAA Ship Thomas Jefferson. These parts will be provided by Thrustmaster, Inc. located 6900 Thrustmaster Dr. Houston, TX. 77041. Provide replacement AY LOWER HOUSING for 42TT400ML Tunnel Thruster As detailed by Thrustmaster, Inc. of Texas drawing D108516. Lower housing to be complete operational unit except for Propeller (D108516-33 P/N P02139: 40.5 X 32 4BL-RH), Retaining Plate (D108516-25 P/N B106184), and Propeller Cap (D108516-37 P/N B106189) which are being reused from failed Unit. The Original Equipment Manufacturer for the failed tunnel thruster lower unit is Thrustmaster of Texas. All detailed information concerning the lower unit is proprietary to the OEM. The new lower unit should be a direct replacement of the existing lower unit so that no modifications are required for mounting in the tunnel, installation of the propeller and connecting to the coupling on the drive motor. Obtaining the lower unit from another source will not meet the requirements. The requirement includes the following parts: • Propeller Shaft Key (D108516-34 B106515) and securing fastener (P/N P07234: SHCS 3/8-16 X 1 SS) 1ea • Propeller Shaft Retaining Plate Fastener (P/N P07475: HHCS 1/2- 13UNC X 2-3/4 GR 8) 3ea • Propeller Cap O-Ring (D108516-36 P/N P05396: O-RING -047 70 DURO) 1ea • Propeller Cap Fasteners (P/N P07308: SHCS 3/8-16 X 1-1/4 SS) 4ea • Lower Unit to Tunnel O-Ring (D108516-40 P/N P05143: O RING 2-281 BUNA N 70) 1ea • Lower Unit to Tunnel Fasteners (P/N P07324T: HHCS 1/2-13 X 2 GR 8T) 16ea • Lower Unit to Tunnel Washers (P/N P07093T: WASHER FLAT 1/2 T) 16ea • Vertical Pinion Shaft to Electric Motor Coupling (P/N P08512 ROTEX TORSIONALLY FLEXIBLE COUPLING) 1ea •Provide ABS Certificate or Type Approval All items shall be delivered to the NOAA Ship Thomas Jefferson currently located at Marine Operation Center Atlantic, 439 West York St., Norfolk, VA. 23510. The Government is not aware of any other vendors that can provide this specialized manufacture parts while also meeting all of the requirements listed above. The intended procurement is for parts for the AY Lower Housing 42TT400ML ABS onboard the NOAA Ship Thomas Jefferson. The Government intends to acquire these parts under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Thrustmaster, Inc. under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 333613, Mechanical Power Transmission Equipment Manufacturing with a business size standard of 750 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 5:00 PM EST on November 06, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00 PM EST on November 06, 2017
