- Army Contracting Command - Warren intends to issue a competitive Request for Proposal (RFP) W56HZV-18-R-0001 for the Mobile Protected Firepower (MPF) vehicle system. The Government formerly provided information and conducted market research under W56HZV-16-R-0244, however the RFP will be issued under the new solicitation number W56HZV-18-R-0001. The MPF vehicle is a new combat vehicle required to address the capability gap identified within the Army's Infantry Brigade Combat Teams. The Government intends to award up to two Engineering, Manufacturing, and Development (EMD) contracts with Low Rate Initial Production (LRIP) options. The EMD phase will be Firm-Fixed Price contract with a 43 month period of performance. The EMD effort consists of procuring 12 pre-production vehicles (per contractor), two Ballistic Hull and Turrets (per contractor), armor coupons, and logistics products. Near the conclusion of EMD, the Government intends to conduct an additional evaluation to determine the best value offeror for LRIP option exercise. The LRIP down-select criteria will be released via a solicitation amendment by 15 December 2017. LRIP consists of procuring up to 54 vehicles on a Fixed Priced Incentive Firm basis, retrofit of 8 EMD prototypes to LRIP configuration, test support, and logistics products. The total period of performance, including all LRIP options is approximately 83 months. The RFP is targeted for release on 17 November 2017. The proposals will be due approximately 90 days after the RFP is released. As part of this requirement, Offerors may submit a bid sample and armor coupons to substantiate proposal data. Contract award is targeted for 1st quarter of FY 2018. This is a pre-solicitation notice, otherwise known as a synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. Offerors shall not contact the Procuring Contracting Officer or Contract Specialist(s) seeking a copy of the solicitation (or other data), as the information will not be available until the solicitation is issued.
