- The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a limited-competitive basis Fiber Optic Termination Kits with Programmable Oven, Aviation Link Loss Test Kits and a Fiber Optic Training Class to support the P-8A aircraft. The Fiber Optic Termination Kit with Programmable Oven is used to support equipment required to repair damaged fiber optic cables; the Aviation Link Loss Test Kit is used to inspect fiber optic cables and the Fiber Optic Training Class is required for the use of the equipment. The quantities fill deficits for the US Navy, Partner Countries, and Foreign Military Sales (FMS) customers. The Government intends to issue on a limited competitive basis with Kitco Fiber Optics, Inc., Virginia Beach, VA (Cage 08RC6) and its authorized small business manufacturers that are capable of meeting the requirements. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, Kitco Fiber Optics, Inc. and its authorized small business manufacturers are considered the only responsible sources to perform this effort. The above Support Equipment (SE) was designed by Kitco Fiber Optics, Inc. and their authorized vendors (Norfolk Wire and Potter Electric) and was tested to meet specifications needed for these peculiar kits to compliment the Fiber Optic Inspection Set P/N 4007AS100-1. The current Fiber Optic Kit is lacking with reference to providing the Fleet additional repair/testing/troubleshooting capability. The Kitco Kits and the Required Fiber Optic Training are the "delta" to get us where the fleet needs to be with reference to this capability aboard the P-8A aircraft. Kitco Fiber Optics, Inc. and their authorized vendors own all proprietary rights to the engineering data and detailed product drawings. The unique characteristics limit availability to Kitco Fiber Optics, Inc. and their authorized vendors as the only manufacturers with unique experience, technical expertise and components to supply the SE. The uniqueness is that the above SE conforms to requirements that are peculiar and unique to the P-8 aircraft and its tasks, all of which are proprietary to Kitco Fiber Optics, Inc. and their authorized vendors. The Government does not possess the technical data rights and drawings for this support equipment. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
