This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 140P2018R0009 and this is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Numbers 2005-94 and 2005-95 Effective January 13, 2017. The associated North American Industrial Classification System (NAICS) code for this procurement is NAICS code 331315 Aluminum Sheet, Plate and Foil Manufacturing, and the Product Service Code is 9535 Plate, Sheet, Strip, and Foil; Nonferrous Base Metal, with a small business size standard of 1,250 employees. This solicitation is unrestricted. The National Park Service intends to enter into a firm-fixed priced contract for Extruded Aluminum Tubes, Component Parts and Assemblage. A list of line item number(s) and items: 1 Aluminum Wind Chimes, Assembly Components, and Suspension Systems QTY 40 Each 2 Spare Aluminum Wind Chimes QTY 3 Each 3 Spare Assembly Components and Suspension Systems QTY 2 Each 4 Prototype Aluminum Wind Chimes, Assembly Components, and Suspension Systems QTY 3 Each TOTAL PROPOSED PRICE (Contract Line Item Numbers 1 through 4) ------------------------------------------------ tiny_mce_marker.00 Reference the attached Combined Scope, Specifications and Drawings for additional description of requirements for the items to be acquired. As described in the attachment, all items must be delivered by carrier to the site, Flight 93 National Memorial, located in Somerset County, Pennsylvania, by Thursday, May 31, 2017. Offerors must be registered in the System for Award Management (SAM) https://www.sam.gov database before an award can be made to them. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The following addenda will apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, past performance and other factors considered. See 15.304. The following factors shall be used to evaluate offers, listed in nor order of importance, price and capability weighted equally: A) Price; and B) Technical Capability of the Item Offered to Meet the Government Requirement i) Sub-Factor 1 - Experience: Demonstrate ability to fabricate architectural components described in the solicitation documents. Provide a description of facilities and capabilities as well as a written description of past fabrications that demonstrate a similar level of craftsmanship; ii) Sub-Factor 2 - Ability to Meet Schedule Requirements: Demonstrate ability to meet the delivery requirement for the chimes in consideration of the fabrication, testing, and delivery requirements described in the documents; and iii) Sub-Factor 3 - Quality Control Strategy: Provide a brief (250 words or less) description of strategies to be implemented to provide quality assurance and quality control during the fabrication, testing, and delivery of the chimes. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
