- The Government is issuing this Request for Information (RFI) for market research as defined in FAR 15.201(e), Exchanges with Industry before Receipt of Proposals, to obtain information about delivery, capabilities, and other market information for planning purposes concerning the Military Combat Eye Protection (MCEP) Program. This RFI is not a request for competitive proposals; therefore, responses to this notice are not offers and the Government cannot accept them to form a binding contract. The Government is seeking interested parties with the capability to provide integrated eyewear consisting of a primary lens that provides both vision correction and ballistic fragmentation protection. Products should meet the standards of American National Standards Institute (ANSI), ANSI Z80.1, Prescription Ophthalmic Lenses - Recommendations, and the requirements of ANSI Z87.1, Occupational and Educational Personal Eye and Face Protection Devices, and DRAFT MIL-PRF-32432A. Interested parties are encouraged to submit product information and demonstration samples that demonstrate the capability to meet all requirements. All products submitted shall be compliant with the Buy American Act (BAA), Trade Agreement Act (TAA), and Berry Amendment. Interested parties are encouraged to submit their firm and product literature and other pertinent information such as performance parameters, prescription range of acceptable performance, test reports, manufacturing limitations, coating limitations, and statement of availability. Response to RFI: Responses to this RFI are limited to seven single-spaced pages with one-inch margins using standard, letter-size, 8½" x 11", white paper. The page count includes any title page. The font shall be Times New Roman 12-point or larger. Responses must be unclassified. Multiple responses from a firm are acceptable. RFI responses shall also include: 1. Name of the primary point of contact for the response, their business title, email address, and phone 2. Identify the firm as a small or large business 3. Any institution or organization affiliation(s) 4. Identification of other key individuals who collaborated on the RFI response 5. A brief summary (300 word limit) describing previous, relevant experience RFI Questions: The Government is requesting responses to the following questions: 1. What is your strategy to produce protective prescription lenses? 2. Define the prescription range in which the product meets the current requirements. 3. How do you plan to expand to a fuller range of prescriptions? 4. Would you have a conflict partnering with a federal entity to fabricate your product? 5. How do you propose to validate the quality of the ballistic fragmentation integrity of the prescription lenses? 6. Estimated date of availability? Response Submission Deadline: Interested parties must submit responses to this RFI no later than 11:59 PM Eastern Standard Time, on December 01, 2017. The Government will not consider late responses and will accept RFI submissions as email attachments only. All responses must be sent via e-mail to Mr. Francis Hayden at francis.a.hayden.civ@mail.mil and Mr. Robert Middleton at robert.a.middleton.civ@mail.mil with "Prescription MCEP RFI Response" in the subject line. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided. No basis for claim against the Government shall arise as a result of a response to this RFI or from the Government's use of any information provided. Submissions of proprietary information must be clearly marked as proprietary information. The Government will safeguard clearly marked proprietary information to prevent disclosures to non-government personnel and entities.
