- Request for Information N0018918QQ005 The NAVSUP Fleet Logistics Center (FLC) Norfolk Mechanicsburg Contracting Office is issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Royal Saudi Naval Forces (RSNF) Aviation Integrated Maintenance System (AIMS) contractor support services for a commercial software solution that meets the requirements defined in the PWS. The software solution must include delivery, installation, technical and user training, provide adequate documentation, helpdesk support, and software maintenance/upgrades. NAVSUP Business Systems Center (BSC) is requesting contractor services to provide and install an AIMS that meets the requirements as specified in Part 3-Contractor Furnished Equipment and Services, Part 4 “Technical Requirements, and Part 5 “Functional Requirements. In support of the AIMS installation and operation, the contractor shall provide personnel, equipment, tools, materials, supervision, and other items necessary to perform the tasks defined in Part 6 “ Specific Tasks, Part 7 “ Contract Deliverables, and Part 8 “ Performance Requirement Summary. The Performance Work Statement is provided as an attachment. This effort directly supports the mission of Naval Air Systems Command (NAVAIR) PMA-299 to provide an AIMS to the Kingdom of Saudi Arabia (KSA) as part of the RSNF MH-60R Program. The RSNF will train its pilots, maintenance crew, and supply personnel in Continental United States (CONUS) as part of the Foreign Military Sales (FMS) Case SR-P-SBU. The RSNF CONUS training site will operate for at least three years or as directed in Mayport, Florida. At the conclusion of the training operation, the site will be relocated to Jubail, KSA. The result of this market research will contribute to determining the method of procurement. The preliminary applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519, Other Computer Related Services (vendors may suggest alternative NAICS). There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contractor support services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 3) corporate experience for similar contractor support services or procurements; and 4) software licensing information. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this RFI and otherwise anticipated; 2) provide services under a performance based service acquisition contract. In addition, the government welcomes feedback, questions, or clarifications about any areas of the draft PWS including personnel qualification requirements and how they relate to the work being requested and how these requirements would affect staffing. The government is also interested in suggestions on NAICS code and PSC designations and existing contract vehicles for this type of procurement. Information received may be used to revise the final PWS which may differ significantly from the current draft version. Based on the responses to this RFI/market research, this requirement may be set-aside for 8(a) businesses as a direct, sole source award, or competed among small businesses. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above listed services IAW the PWS are invited to submit a response to this RFI by November 20, 2017 at 12:00 P.M.
