- This is a notice of award, and not a request for quotation. A solicitation document will not be posted and quotations will not be requested. This unusual and compelling procurement action, in accordance with FAR 6.302-2, is based on the need to procure this medication for patient use. As a result of the destruction from Hurricane Maria there is a nationwide shortage of critical IV fluids. In order to address these shortages, the NIH CC Pharmacy department has contacted distributors to identify sources of IV fluids to ensure continuation of patient care services while the normal distribution channels recover. After conducting extensive market research, it was determined that the Compounding Center, Inc. is the one responsible source capable of fulfilling the current need of the NIH CC Pharmacy Department is the Compounding Center, Inc. 33777 N SCOTTSDALE RD, STE 125 SCOTTSDALE, AZ, 85266-1570. There is an unusual and compelling urgency related to obtaining these IV fluids. Hurricanes Irma and Maria devastated the island of Puerto Rico and produced a significant shortfall of production of Baxter's sodium chloride 0.9% injection bags from its Puerto Rico facility. These products are used to provide fluids and medicines to patients across the U.S. Further shortage of these products could potentially put healthcare at risk. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12 in conjunction with the policies and procedures for the competition requirements in FAR Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
