- The United States International Boundary and Water Commission is requesting information as detailed below: A Sources Sought Notice is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this Sources Sought Notice is to identify potential large and small businesses, small disadvantaged businesses, 8(a), service disabled veteran owned small businesses (SDVOSB), woman owned small businesses or HUBZones capable of providing maintenance of levee roads and floodways. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this Announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Requirement: Title: Maintenance of Levee Roads and Floodway The contractor shall provide all labor, materials tools and equipment necessary to maintain the levee roads and floodway from American Dam, El Paso TX. to Quitman Canyon in Hudspeth County, TX. There are three distinct tasks for this work: Task 1: Mowing (approximately 1,250 acres): •· The contractor shall mow the floodway of all vegetation to a height which may vary from 6 to 18 inches. Prior, to initiating the mowing; during the bird nesting season which runs from March 1st to August 31st the contractor shall perform a bird nest survey in compliance with Fish and Wild Life requirements. The contractor is advised that the terrain in the floodway is rough in some areas Typical equipment used for this task are: Farm Tractor Batwing type mowers, 15 to 20 feet spans. Task 2: Regrading of road surface (approximately 281,600 sq yds): •· The contractor shall regrade the existing roadway surface aggregate with the existing material on the road. This will consist of blading the road surface to a smooth contour and compacting. Dust control must be considered for this task. Typical equipment for this task are: Grader with 12 to 14 foot blade Vibratory Compactor 7 tons Water Truck Task 3: Resurfacing levee road (approximately 28,160 sq yds): •· The contractor shall provide and place roadway surface aggregate, grade smooth and compact material. Dust control must be considered for this task. Typical equipment for this task are: Grader with 12 to 14 foot blade Vibratory Compactor 7 tons Water Truck Dump Truck Loader The maintenance of the levee roads and floodways are typically completed by USIBWC personnel. There are occasions when resources are limited and therefore the USIBWC will need to contract this work out. Therefore, the procurement strategy for this requirement is likely to result in a Blanket Purchase Agreement with Blanket Purchase Calls made on an as needed basis.
