The GCCS-J is the Department of Defense (DoD) joint Command and Control (C2) system of record for achieving full spectrum dominance. GCCS-J is a suite of mission applications that provides critical joint warfighting C2 capabilities and is the principal foundation for dominant battlespace awareness, providing an integrated, near real-time picture of the battlespace necessary to conduct joint and multinational operations. GCCS-J provides a robust and seamless C2 capability to the Commander-In-Chief (CINC), Secretary of Defense (SECDEF), National Military Command Center (MNCC), Combatant Commanders (CDRs), Joint Force Commanders, and Service Component Commanders. GCCS-J offers vital connectivity to the systems the joint warfighter uses to plan, execute, and manage military operations. The GCCS-J PMO is specifically tasked to sustain and maintain the current capability ensuring continued support of Joint C2 needs across the DoD to include the GCCS Family of Systems (FoS). The intent of this requirement is to procure specific services which ensure that Joint C2 capabilities delivered by the GCCS-J PMO are tested as required, configuration controlled, and distributed in a timely and controlled manner. Specifically, the following services are required: • Organized configuration management, problem report status tracking, and software license management for all GCCS-J releases under production as well as previously fielded releases • Test planning support, test execution, and release management for all GCCS-J major, emergency, and maintenance release process updates • Integration support of GCCS-J Initiatives reserved for agile development and sprint release • Global Technical Assistance Center (GTAC) support for receipt and coordination of help desk (Tier III) problem reports for fielded GCCS-J releases; and technical assistance support for maintaining a suitable environment for use in testing and defect/incident tracking on all products in the GCCS-J product line • Software builds for the various GCCS-J Global and Initiative release test events • Information Assurance (IA)/Cybersecurity support to ensure compliance with all applicable IA DoD Directives and Instructions as well as all Cybersecurity policies/requirements • Develop, execute, and refine an Information Assurance Vulnerability Alert (IAVA) implementation process to install, test, and field (IAVAs) across all baselines • Develop, implement, and refine automated test tools for functional and performance testing of the GCCS-J system Place of Contract Performance: Government Site- Ft.
