Notice of Intent to Sole Source NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Nidec Motor Corporation, located at 7555 E Pleasant Valley Rd Bldg 100, Independence, OH 44131, for an Indefinite-Delivery Indefinite-Quantity (IDIQ) firm-fixed price contract for inspection and maintenance services for highly specialized main propulsion drives and control systems onboard the NOAA Ships Oscar Dyson and Henry B. Bigelow. The NOAA ships Oscar Dyson and Henry B. Bigelow have highly specialized main propulsion drives and control systems allowing them to operate as highly effective, ultra-quiet fisheries survey vessels. The propulsion motors on these vessels are specially constructed and balanced to reduce noise and vibration. This proprietary design allows scientists to use hydroacoustic methods for surveying marine life, and significantly reduces changes in the natural behavior of animals owing to the ship noise. In order to maintain and maximize the useful life of these systems NOAA is looking for the original equipment manufacturer to inspect and maintain the vessels' main propulsion and control systems. This is to include proper function of the motors, drives, control systems, and any components that support function of these components. NOAA intends to award an IDIQ contract with a base ordering year and four subsequent one year ordering periods. The North American Industry Classification Code (NAICS) for this acquisition is 811310, Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance, with a business size standard $7,500,000.00. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on November 7, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Contract Specialist Alex Cooper at alexander.cooper@noaa.gov by 12:00 PM EST on November 7, 2017.
