- Justification for Other Than Full and Open Competition INTENT TO SOLE SOURCE: The Broadcasting Board of Governors (BBG), Office of Management Services/Contracts (CON) located at 330 Independence Avenue, SW., Washington DC 20237, intends to negotiate and award a sole source contract to SIETID (Contractor), located at 36 Rue Senhaja N7, Tangier, Morocco, 90010. The Contractor is currently providing the services that this action covers. The Contractor is responsible for providing Frequency Modulation (FM) broadcast network operations, maintenance, administrative, security, and technical support of the BBG's broadcast services on a twenty-four hour uninterrupted basis in the following cities located in Morocco: Agadir, Casablanca, Fes, Marrakech, Meknes, Rabat and Tangier. The Contractor is responsible for its own security and transportation to and from the FM broadcast locations. The Contractor communicates in Arabic, English and French; conducts site surveys; leases facilities for FM broadcasts; obtains licenses to broadcast; maintains Government Furnished Property (GFP); monitors FM performance (i.e., uplinks and downlinks to satellites, transmitter outages, verify signal quality, etc.); and furnishes documentation and drawings. The Contractor has experience in transmitter power output levels of 1 kilowatt (kW) or above, remote operations, audio distribution, system monitoring and control, air conditioning (AC) mains and generator distribution and control, heating, ventilation and air conditioning (HVAC) systems, very small aperture terminal (VSAT), satellite communications systems, board and component level repair, calibration and adjustment, test equipment usage, and shipping and customs. Additionally, the Contractor has demonstrated experience in antenna design, coverage predictions and test and measurement. The award will include a one (1) year base period with four (4) option periods (subject to funding). The statutory authority permitting other than full and open completion that is applicable to this procurement is 41 U.S.C. 3304(a)(1) which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The nature of the proposed sole source award requires these unique services and supplies to be provided by the Contractor in order for the BBG to continue the 24-hour uninterrupted BBG Radio SAWA FM broadcasts in Morocco. BBG could not identify any additional potential sources beyond the Contractor who can meet BBG's requirement. It has been determined that the Contractor is the only known Contractor to BBG who is capable of and authorized to continue the uninterrupted 24 hour FM BBG Radio Sawa in Morocco (See attached agency justification). This Notice of intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above requirements. Also, interested firms must state how they would fulfil the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Jacqueline Gray, Contract Specialist by Friday, November 17, 2017 not later than 4:30 pm Eastern Standard Time (EST) via e-mail to jgray@bbg.gov. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Jacqueline Gray, Contract Specialist, via e-mail to jgray@bbg.gov and must include the solicitation number in the subject line. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
