Description
Introduction: The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source support spares for one (1) each of the Containerized Flight Training Device Serial No. 1 (CFTD-1) device number 2F243-1, Helicopter Emulation Maintenance Trainer (HEMT) Device No. 4H17, and Maintenance Training Device Suite (MTDS) device number 11H193, necessary to maintain the training systems operational and carry out the training mission for the United States Marine Corps CH-53K Heavy Lift Helicopter. The support spares will be procured for the United States Marine Corps CH-53K Heavy Lift Helicopter program under N00019-14-G-0004 (Basic Ordering Agreement) with Sikorsky Aircraft Corporation (SAC) in Stratford, CT. The Government is seeking information on the availability of potential comparable sources to provide the support spares for the above training devices. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. Requirement: This requirement will include the delivery of support spares for CFTD-1(2F243-1), HEMT (4H17-1), and MTDS (11H193). The support spares for the devices listed above shall be delivered to MCAS New River, Jacksonville NC. Disclaimer: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Contract/Program Background: SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system since its inception. The Government awarded SAC the Systems Development and Demonstration (SDD) contract in 2006. Additionally, the Government awarded SAC a modification to the SDD contract for four System Demonstration Test Article (SDTA) aircraft in 2013. SAC was the Original Equipment Manufacturer (OEM) of the legacy H-53 fleet. In addition, Sikorsky is the only source qualified to fully provide the support spares for the CH-53K helicopter training system. In addition, Sikorsky possesses the technical skills and equipment used for training system development. The aircraft is still in the testing phase, has not been fielded. Due to the aggressive timeline for the spares to be delivered to site prior to trainer acceptance, Sikorsky ™s experience with the CH-53K and the maturity of the program, award to any other source would result in unacceptable costs and schedule delays in fulfilling USMC requirements by trainer acceptance by the end of FY 2018. Ongoing market research performed by the Government supports that commercially available items or non-developmental items do not fully exist to satisfy the Government ™s requirement. Eligibility: The applicable NAICS code for this requirement is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a small business size of 1,250 employees. The Product Service Code (PSC) is 1520 (Aircraft, Rotary Wing). An alternate PSC of 6910 (Training Aids) could also be deemed applicable. Submission Details: This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and to outline the Government ™s intent to contract on a sole source basis with SAC under N00019-14-G-0004 (BOA). Interested sources shall submit their written technical capabilities to provide the supplies and associated support described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include Company Name, Company Address, Company Business Size, and Points of Contact including name, phone number, fax number, and e-mail address. Detailed written capabilities must be submitted by email to Elouise Bryant (Elouise.Bryant@navy.mil) in an electronic format that is compatible with MS Word, no later than 1 PM Eastern Daylight Time (EDT) on Thursday, 16 November 2017. Verbal submissions via phone will not be honored. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
