Description
Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Materials Safety and Safeguards (NMSS), intends to issue a sole source award to Applied Programming Technology, Inc. (APT), 240 Market Street, Suite 208, Bloomsburg, PA 17815-1951, to provide for the development, maintenance, user support, and user instructional videos and user manual documents for the Symbolic Nuclear Analysis Package (SNAP). The anticipated period of performance will be for 60 months. The Government intends to solicit and negotiate directly with APT, and no solicitation will be issued. This notice is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and most contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). For information on the NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 ( http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html ). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. NRC will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. All interested parties must express their interest and capabilities in writing via email to Erika Eam at Erika.Eam@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by November 20, 2017 at 11:00AM EST, an award will be made to APT.
