- The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Office of the Project Manager (PM) Combat Ammunition Systems (CAS) is conducting a market survey to identify potential sources for a 155mm Heavy Armor Munition, Extended Range (HAMER) projectile. HAMER is planned to be part of the Cannon-Delivered Area Effects Munition (C-DAEM) suite. The 155mm fired projectile must demonstrate lethality capability in challenging operational environments against massed, poorly located, mechanized armored vehicles. Mechanized armor vehicles include Main Battle Tanks, Light Tanks, Armored Fighting Vehicles (AFVs), Armored Personnel Carriers (APCs) and Self-Propelled Artillery. Engagement of these targets requires the projectile and its payload to operate in GPS Denied/Degraded conditions and perform in high target location error (TLE) environments. Extended range is defined as greater than 22.5km when fired from currently fielded US Army Howitzers with fielded propellants. Responses should be provided with the following assumptions: • Enter Post Milestone-B Qualification Testing in FY20 using existing US Army 155mm Cannon Artillery Systems (M109A6/7 or M777A2) to provide information for a Type Classification Standard, Full Material Release (TC/FMR) decision • Compatible with US Modular Artillery Charge System (MACS) • If applicable, future compatibility with deep intrusion fuzes • If applicable, deployed submunitions must meet < 1% Unexploded Ordnance • Production award in FY23-24 timeframe • Initial C-DAEM HAMER deliveries in FY24-25 timeframe • Production rate from 2,000 to 5,000 all-up-round projectile deliveries per year for a 5 to 10 year period. Interested firms should provide their qualifications and capabilities, to include but not limited to a thorough risk assessment and mitigation plan, within fifteen (15) calendar days of this published notice in the form of a White Paper via email to William B. White papers should describe existing test information that could be utilized to support a TC/FMR decision, developmental/qualification scope & costs, production costs, milestone schedule (based upon above assumptions) and risks (management, technical and production). This Market Survey is for planning purposes only and should not be construed as a request for proposal (RFP) or as an obligation on the part of the U.S. Government. All information is to be submitted at no cost to the Government. The U.S. Government has no obligation to provide responses to this Market Survey. All information provided will not be returned and will be held in a confidential status. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
