- In accordance with FAR 13.106-1 (c)(1), the Department of Veterans Affairs intends to perform oral solicitations for 3D Handheld Scanner System. This will be set-aside for SDVOSB s. To be considered eligible for award all SDVOSB s must be registered/verified through Vetbiz.gov. If you wish to be included in this solicitation, please respond electronically to jay.chong@va.gov by 5PM PST Monday Nov. 6th 2017. This solicitation will be performed Tuesday Nov. Nov. 7th 2017. This will be a brand name or equal to solicitation to the following Items Manufactured by Artec 3D: Space Spider Blue Light Scanner 1 Each Artec Studio Software Annual Subscription 1 Each Onsite Training 1 Each To be considered technically acceptable, the products must meet the following minimum salient characteristics: Brand Name or Equal Descriptions: Artec Space Spider. Need to purchase a high resolution hand-held 3D scanner for scanning Veteran s feet and scanning foam box impressions of feet. This is necessary to obtain a digital surface data set in a.stl file format. This will allow us to create custom 3D-printed foot orthotics. Important aspects of a scanner include accuracy, resolution and speed. Our minimum requirements are listed below as salient features. Kind of Material: N/A Electrical data: none Dimensions: must be hand-held Principles of operation: Hand-held scanner for capturing small objects and creating a digital file of the object (surface file, e.g. stl file) Restrictive or significant environmental conditions: none Essential Operating conditions: Should be able to work correctly at room temperature Special Features: see salient features listed below Intended Use: scanning small body parts such as feet in order to create custom orthotics Operation to be performed: surface scanning Equipment with which the item is to be used: computer Salient features include the following: Principles of operation: Must be Hand-held scanner for capturing small objects and creating a digital file of the object (surface file, e.g. stl file) 3D light source: Must be LED (do not want a laser light source scanner, since this requires an object to be completely stationary) Must be captures Texture/color Dimensions: must be Hand-held Must be 3D resolution of 0.1 mm or better Must be Data acquisition speed of up to 1 million points/s; this is essential to streamline the workflow Working distance: minimum 0.35 meters, up to 1.2 m; this is important because we need to be able to scan in tight spaces, such as those from the phone box. Output format must include OBJ, STL We also need accompanying 3D scanning software in order to manipulate the data. Software needs: -Must be direct compatibility with CAD (with output to Autodesk and Solidworks) -Must be direct compatibility with the 3D scanner that is purchased -Must be mesh repair tools to smooth mesh and fill holes Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. *This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions. *
