- Purchase of maintenance service agreements (12-Month Base Period + One (1) 12-Month optional period of performance) for Waters TAP Xevo TQ and Waters TAP QUATTRO PREMIER/XE LC/MS/MS systems Government's Notice of Intent to Sole Source: NAICS Code: 334516 Analytical Lab Equipment Instrument Manufacturing. The US Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Waters Corporation (Waters) a firm fixed-price purchase order under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) for the purchase of a maintenance service agreement (12-Month Base Period + One (1) 12-Month Option Period) for each of the following liquid chromatography/tandem mass spectrometry (LC/MS/MS) systems which are located at the EPA's Office of Research and Development (ORD), National Exposure Research Laboratory (NERL), Environmental Methods and Measurements Division (EMMD), Public Health Chemistry Branch (PHCB) located in Cincinnati, OH: 1) Waters Quattro Premier LC/MS/MS system consisting of an Acquity Sample Manager (also known as an autosampler), serial number B05UPS579N, Acquity Solvent Manager, serial number B05UPB607M, and Quattro Premier/XE mass spectrometer, serial number VAA248; and 2) Waters Xevo On-Line SPE/LC/MS/MS system consisting of an Acquity Solvent Manager, serial number A11UPB477A, Acquity H-Class Quaternary Solvent Manager, serial number M10QSM090A, 2777 Sample Manager (aka autosampler), serial number A11XYC434Y, and Xevo TQ mass spectrometer, serial number VBA557. The Quattro Premier LC/MS/MS and Xevo On-Line SPE/LC/MS/MS systems consist of integrated platforms of instruments, informatics, chemistry, and applications proprietary to Waters and Waters is the sole manufacturer of these systems. As such, maintenance for and repair of the systems cannot be alternatively sourced. Waters service engineers are certified Waters factory trained engineers and possess proprietary knowledge and skill pertaining to the LC/MS/MS systems which is only available to Waters service engineers. Replacement parts, instrument and software upgrades, protocol compliance, and remote monitoring and diagnostic services are proprietary to Waters. The maintenance and servicing of these systems by another organization is not feasible in order to maintain proper operability of the LC/MS/MS systems. This purchase order is therefore being directed, without competition, to Waters. The circumstances permitting Other than Full and Open Competition at this time is FAR 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or service will satisfy agency requirements. The intent of this notice is to state the Government's intention to sole source this acquisition and to determine if any other source(s) exist. Therefore, no solicitation (RFQ) is available. All interested parties who believe they can provide the required service should 1) fully explain their capabilities and qualifications in writing and submit same via FedConnect, a government web portal, within 5 days from the date of this announcement; and 2) must submit itemized pricing that is sufficient to make a determination that competition is feasible. Consequently, any responder(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect at www.fedconnect.net/Fedconnect/. This notice and any amendments will be available via the Internet at www.fedconnect.net/FedConnect/. There is no charge to use FedConnect. In addition, all vendors must be registered in the System for Award Management (SAM), as this facilitates registration for FedConnect. Please note that vendors MUST have their SAM profile set to "public', otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM.
