Description
NASA/NSSC has a requirement for Interferometric Star Tracker Hardware Objective/Requirements The Optical Physics Company (OPC) has assembled an interferometric star tracker that is currently in a lab configuration and needs to be upgraded to a technology demonstration unit. The objective of this SOW is to procure an alodined aluminum housing, sun shade, Invar or Titanium flexure mounts and optical shutter system, assemble these components with the lab configured hardware, perform workmanship tests and then deliver the unit for integration onto the final payload. The star tracker assembly is then to be delivered to the Department of Defense (DoD) Space Test Program (STP) in Houston for integration on to the H6 assembly. Characteristics, Scope, and Specs: Finalize specifications and drawings of mechanical housing, sun shade, Invar/Titanium flexures (to mount to STP-H6 assembly), and optical shutter system, and then procure these components. Integrate procured components and convert lab configured star tracker to a technology demonstration configuration, and then perform a vibration test to the STP-H6 specification at OPC. Perform analysis and testing per STP-H6 requirements, develop C&DH interface per STP-H6 specification and support STP-H6 design reviews and telecons. Ship configuration to STP-H6 in Houston, TX by January 23, 2017 and support integration of the flight configuration into the STP-H6 assembly. The estimated period of performance or lead-time for delivery is ten (10) weeks after receipt of order. NASA/NSSC intends to issue a sole source contract to Optical Physics Company 4133 Guardian St #G Simi Valley, California 93063-3382 under the authority of FAR 13.106-1(b)(1)(i). The Optical Physics Company has built a unique star tracker capability that improves the accuracy of traditional star trackers by an order of magnitude. They are the only company with this technology and this level of precision in a small package (5"x5"x21" or 7.5 cc, and at a weight of ~8kg). NASA/Goddard Space Flight Center has been working with OPC to design a unit and intends to build the final design of a unit and test it. The precision of the OPC star tracker is 41.2 milli-arc-seconds. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 334511. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on November 16, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
