- SOURCES SOUGHT ANNOUNCEMENT: The United States Department of Justice (DOJ) is seeking responsible and capable sources for Quality Assurance Services (QAS) in support of DOJ's contracts for Automated Litigation Support (ALS), which are already in place, are being performed by four (4) prime contractors, and are administered and monitored by the Department's Office of Litigation Support. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of ALL responsible and capable sources, including small businesses (including the following subsets: HUBZones, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required services. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: The purpose of the Quality Assurance program is to (1) ensure that ALS Contractor deliverables are in compliance with ALS Contract specifications and to (2) provide the basis for Government acceptance or rejection of ALS Contractor deliverables, in accordance with Contract specifications and requirements. QAS will be provided chiefly to the Civil Division but may also be provided to the Civil Rights Division, the Criminal Division, the Antitrust Division, the Environmental and Natural Resources Division, the Tax Division, and the Executive Office for U.S. Attorneys. Other Departmental components and other Federal agencies may also make use of the resulting contract. The current single-award, indefinite delivery / indefinite quantity QAS contract (i.e. Contract DJJ13-C-2482 with Information Systems and Networks Corporation) was awarded on September 26, 2013 and will expire on September 25, 2018. Multiple task orders are issued during the contract term for anticipated services during the associated contract period. Brief description of current effort: The current effort requires the contractor to be fully competent in automated litigation support as it is currently practiced in the current marketplace, including especially the litigation support pipeline and electronic discovery; must have substantial experience with QA programs and techniques; must be capable of developing new approaches and procedures for performing QA work, as required by the Contracting Officer's Representative (COR), including creating or modifying IT tools; must be able to create or appropriately modify statistical sampling programs; and should have few conflicts of interest with the many cases that the Civil Division will be litigating and supporting. This Sources Sought Synopsis is requesting responses from ALL responsible and capable sources (i.e. both large and small businesses) that can provide the required services under the NAICS Code 541199, All Other Legal Services. Your responses to the information requested will assist the Government in determining the acquisition strategy, including whether a set-aside is appropriate. SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the services, to include General Service Administration (GSA), Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Vendors who wish to respond to this should send responses via email NLT November 9, 2017 4:00 PM Eastern Daylight Time (EDT) to christina.murray@usdoj.gov. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
