- INDUSTRY DAY SP7000‐18‐RFI‐1001 This Request for Information (RFI) is posted to invite interested vendors to participate in the Industry Day, held November 14 th between 1 PM - 3 PM EST for the requirement described below (See Statement of Work). PURPOSE OF THE INDUSTRY DAY This Industry Day is issued for the purpose of refining and clarifying the requirement for the vendors, identify a number of capable sources, business type, and answer any requirement related questions vendors may have. The industry day is held in a form of a Question and Answer discussion between acquisition team (Department of Defense (DoD) Program Management personnel, Contracting Specialist, Contracting Officer) and vendors. DLA Document Services seeks to identify all interested sources, especially small business sources, from industry for the following requirement. DESCRIPTION : The Defense Logistics Agency, Document Services, Defense Standardization Program Automation Office (DSPAO) requires software licenses for a Commercial-Off-The-Shelf (COTs) Extensible Markup Language ( XML) publishing software and technical support services to process defense specifications and standards documents to a machine-readable format. ASSIST is a comprehensive management information system used by Standardization Management Activities (SMAs) within the Department of Defense, Federal Agencies, and industry, to create, coordinate, catalogue, and publish specifications, standards, and other technical documents. The software will enable the DSPAO to markup and publish documents archived in ASSIST efficiently and effectively from a Microsoft Word format to XML to a multitude of file formats using a common syntax, customizable templates and automatic routines configured on an ASSIST server. The technical support services includes new software releases, fixes and patches for continued software maintenance, and training and technical support (trouble-shooting, and user assistance). SCOPE OF WORK (SOW). The Offeror would be responsible for the piloting, testing the XML publishing software and its application, delivering the final software, supporting upgrades, and providing training as well as one-on-one consultation to appropriate staff. Product Functionality. The Offeror would provide software and technical services to process and publish specifications and standards in machine-readable, XML format. The software would allow for the publishing and creation of accessible standardization documents in a consistent format to enhance the semantic value of defense specifications and standards, and it will allow for the conversion of these documents from XML to a multitude of formats with a great degree of accuracy and minimal effort. Expected Results. The software would •a. Facilitate a semi-automatic process to define, identify, structure and markup defense standardization documents in XML, and allow the DSPAO to review and edit its output, if necessary. •b. Work in conjunction with Microsoft Word and include a large variety of powerful tools for creating, editing, and publishing and converting defense specifications and standards from XML to PDF. •c. Display and load content quickly in a multitude of formats (e.g., PDF, XML, HTML, etc.) and be accessible from anywhere in the world and from a range of computers. •d. Accommodate a large number of users ranging from beginners to XML experts. The Offeror would provide support services to help the DSPAO leverage XML to exchange full-text content and metadata of specifications and standards. The Offeror would provide training and help desk services to ensure the continued operation and maintenance of the software. The Government will not pay for any information submitted in response to this Sources Sought nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. This is a RFI is for Industry Day only, and in no way obligates the Government in an award of any contract. Any information submitted in response to this Industry Day is strictly voluntary. There is no solicitation package available.
