- The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to NEOGEN CORPORATION (NEOGEN), 620 LESHER PL, LANSING, MI 48912-1509. This order is to attain whole-genome genotyping as listed & described below from NEOGEN in support of USDA ARS, Western Health Nutrition Research Center (WHNRC), 430 West Health Sciences Drive, Davis, CA. The Firm Fixed PO will include the following: 1. Laboratory Processing & Data Analysis of 384 Giga Mouse Universal Genotyping (GigaMUGA) Array; 2. 384 DNA Extraction. Laboratory Processing & Data Analysis of 384 Giga Mouse Universal Genotyping (GigaMUGA) Array: Neogen's GeneSeek Operations will perform the laboratory processing and data analysis of the GigaMUGA (Giga Mouse Universal Genotyping Array) BeadChip, in support of USDA's research. Overall, the GigaMUGA beadchip was designed with ~140K SNPs which were specifically selected to optimize its use for genetic mapping and substrain-level identification in laboratory mice. The GigaMUGA Array is a sole source product designed in conjunction with Mouse consortia members and the University of North Carolina. The GigaMUGA product is sold and processed exclusively by Neogen-GeneSeek. No other company provides an alternative for whole-genome genotyping with this specific type of technology. Competition is precluded by the existence of an agreement with the manufacturer and the consortia members, who has given us an exclusive right to market this product publicly. DNA Extraction: Neogen's GeneSeek Operations will perform the DNA extraction in support of the laboratory processing of the GigaMUGA array. Neogen's GeneSeek Operations has developed robust DNA extraction protocols specifically to support their custom murine genotyping products. The DNA extraction methods utilize custom robotics to ensure sample and data quality and provide a level of quality control not present with other DNA extraction offerings. USDA ARS, WHNRC is attaining these Arrays for its ongoing human study research and must continue using the same GigaMUGA Array with NEOGEN to maintain consistency. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about November 13, 2017 ; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 10:30AM PST, November 13, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
