COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 36C10E18Q0034 The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95 This solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Business concerns. To be considered for award prospective offerors must be a verified SDVOB concern in the VA Center for Verification and Evaluation (CVE) Veteran Information Pages (VIP) pages at the date and time set for receipt of offers. An Offeror who is not a verified SDVOB concern at the date and time set for receipt of offers will have their offer rejected as non-responsive, and will not be considered for award. The offeror must also ensure that the applicable NAIC Code for this solicitation of 511210, Small Business Size Standard of $38.5 Million is listed on the VIP page. Purchase of Adobe Connect Meeting and Adobe Connect Shared Webinar Subscription Services ITEM NO. DESCRIPTION QTY UNIT UNIT PRICE AMOUNT 0001 The contractor shall provide all supplies, services, equipment, tools, labor, facilities, transportation, and supervision to provide Adobe Connecting Meeting (10 host names) and Shared Webinar Subscription Service (1500) Seat Room in accordance with the attached Statement of Work. Adobe Connect Meeting and Shared Webinar Subscription service together form an online web conferencing tool (software as a service) that allows organizations to host webinar, events, and training online. Loan Guaranty must deliver information and training to over 40,000 external and internal stakeholders. Statement of Work Adobe Connect Meeting Subscription Service and Adobe Connect Shared Webinar subscription Service together form an online web-conferencing tool (software as a service) that allows organizations to host webinars, events, and training online. The capabilities found in this software are significantly more expansive than those available through existing VA resources like MS Lync or competitors GoToMeeting. Adobe Connect Webinars allows external entities to join events (up to 1500 participants), monitor participant engagement in real-time, and is platform neutral with seamless integration across different mobile and desktop systems. Adobe provides meeting rooms, virtual classrooms, webinar rooms, content and recordings. This online service is critical for Loan Guaranty Service to deliver quality training to stakeholders like lenders, realtors, loan servicers, appraisers, etc. Without Adobe Connect Webinars, only in-person or limited online training would be available, thereby either increasing travel costs or reducing the number of participants. This would negatively impact the customer service delivered to Veterans seeking the Home Loan benefit and diminish Loan Guaranty Service's standing within the industry due to its inability to provide timely and meaningful training. LGY Service needs to purchase Adobe Connect Webinar to include 10 hosting licenses, so that each of the ten RLC offices can host their own webinars. For larger meetings of 100+ LGY would require one seminar room subscription. Accordingly, any contract resulting from this solicitation will include this clause. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor's offices where the contractor's business records or other proprietary data are retained and to review such business records regarding the contractor's compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs.
