- Advanced Medium Mobile Power Sources (AMMPS) Generators Solicitation Number: W909MY-18-R-H003 Federal Supply Code: 6115 North American Industrial Classification System Code: 335312 The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division, on behalf of Project Manager Expeditionary Energy and Sustainment Systems (E2S2) intends to negotiate with Cummins Power Generation, Inc. (hereafter referred to as ‘CPG'), 1400 73rd Ave NE, Fridley, MN 55432 on a sole source in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), to procure Advance Medium Mobile Power Sources (AMMPS) generators. The action proposed is a firm-fixed-price (FFP) indefinite delivery/indefinite quantity (IDIQ) single award contract for the production and delivery of approximately 14,985 AMMPS generators in 5 Kilowatt (kW), 10kW, 15kW, 30kW and 60kW sizes, operating in the 50/60 or 400 Hz modes and in over 20 different mounting configurations; plus associated interface kits, switch boxes and trailers in support of E2S2. The proposed award will consist of a four (4) year ordering period with a maximum contract ceiling amount of $490,959,400.00. The anticipated award date is fourth quarter fiscal year (FY) 2018. AMMPS systems are specialized, medium-sized diesel-fueled generators used to supply electricity to military systems away from a fixed electrical power source. CPG is the Army's and DoD's original source for AMMPS system. A full and open competition need not be provided for and supplies may be deemed to be available only from the original sources for the continued production of major system or highly specialized equipment, when it is likely that award to any other source would result in either substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
