Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed Price contract to Blackboard. Under the authority of USC 2304(c) (1) pursuant to FAR 6.202-1(a) (2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. A determination by the Contracting Officer not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Naval War College has a requirement for New England Association of Schools and Colleges 1 year membership. PROCEDURES FOR SOLICITATION/AWARD This acquisition is being solicited on an unrestricted basis. The NAICS code is 611710 with a small business standard of $15M. Even though a Firm-Fixed Price/Sole Source Contract is anticipated, firms or persons may identify their interest and capability to the Contracting Officer, Robert Allcock III, email: robert.allcock@usnwc.edu, no later than 10:00 AM Eastern, 13 November 2017. No phone calls please. If no responses are received by the above referenced date/time a sole source contract will be awarded to New England Association of Schools and Colleges. The award is estimated to be made no later than 13 November 2017.
