- This is not a request for quotation or an announcement of a forthcoming solicitation. Industry is to receive this Social Security Administration's (SSA) notice of intent to issue, on a sole-source basis, a firm fixed-price task order to LRP Publications, Inc. against their Library of Congress FEDLINK contract for access to their online subscription to CyberFeds on the Web Complete Library and Workers' Compensation on CyberFeds. The period of performance will be for twelve months, beginning January 1, 2018 through December 31, 2018. Pursuant to Federal Acquisition Regulation (FAR) 6.302-1, 41 U.S.C. § 3304(a)(1), when supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided. The online subscription to CyberFeds on the Web Complete Library and Workers' Compensation on CyberFeds is only available from LRP Publications, Inc. Personnel in the Office of General Counsel, Office of Labor-Management and Employee Relations, and the Office of Hearings Operations use the CyberFeds database to research and evaluate the employment-related claims of Agency personnel. The arbitration decisions, legal analysis, and procedural guidance found in the CyberFeds database are critical in allowing SSA employees in these components to effectively represent the Agency in administrative and court-level hearings. LRP's CyberFeds database provides the following content and features that make it uniquely qualified to meet the legal needs of our personnel: • The most extensive database of labor arbitration decisions of any publisher, including EEOC, FLRA, ADA, Classification Appeals, and Workers' Comp. • MSPB ALJ decisions (from 1994 to the present) and FLRA ALJ decisions (from 1981 to the present). • The Broida Guide to MSPB Law and Practice, the Broida Guide to FLRA Law and Practice, and the Broida Arbitration Guide. These treatises from one of the foremost experts in federal employment law are an invaluable resource in settling employment disputes. • Hadley's Guide to Federal Sector Equal Employment Law and Practice. • Customized search templates that allow the user to search by citation, arbitrator, union, or case name. • Quick Start Guides - More than 400 guides covering all areas of federal employment law, including age, sex, and race discrimination, disability law, equal pay requirements, and prohibited personnel practices. • A database of Arbitrators' biographies and statistics, which provides over 4,000 entries for arbitrators who have worked with the federal government, and includes statistics on their decisions regarding labor/management holdings. • Employment and Labor Statutes and Regulations arranged by topic • Checklists Plus+ includes additional information in an easy to use format on federal employment issues. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 5:00PM EST on November 10, 2017, negotiations will be conducted with LRP Publications, Inc. as the only source and a delivery order will be issued without any additional notices being posted.
