- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format of 2.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested in accordance with the attached solicitation document. The Solicitation number is N3943018R2005. This solicitation documents incorporates provisions and clauses in effect through FAC 2005-95 and DFARS Publication Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541611 and the Small Business Standard is $15.0 M. This is a Women-Owned Small Business set-aside procurement action for commercial items. The requirement is to provide service support for the instruction of specialized courses, the augmentation of the procurement assessment team, and revision to the approximately 100 business management processes designed to standardize procurements across the Naval Facilities Engineering Command (NAVFAC) enterprise. The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, CA requests responses from qualified sources capable of providing the necessary level of expertise to: CLIN 0001 “ Business Management System (BMS). Provide refresh, update, and revise the NAVFAC acquisition BMS with current regulations, policy, and directives. CLIN 0002 “ NAVFAC Specialty Courses (CTC Courses). Provide classroom instructions and develop new course content when need is identified, suitable to any media currently employed by NAVFAC such as Section 508 compliant training using Captivate and/or WebEX. Courses may be offered in person or through NAVFAC-hosted electronic forums, including TWMS (Total Workforce Management System). CLIN 0003 “ Procurement Management Assessment Program (PMAP). Provide support to the PMAP program in the execution of the on-site visits of the NAVFAC contracting activities. CLIN 0004 “ Travel associated with PMAP augmentation, course instructions, and other task. (Note: Please see solicitation document on the attached SF-1449 N3943018R2005) The projected period of performance shall cover a five-year period beginning on 01 January 2018 through 31 December 2022. The following FAR provision and clauses applicable to this procurement are listed on the attached solicitation document. Offerors shall include a completed copy of 52.212-3 and its ALT I with proposal. Additional contract terms and conditions, including selection and evaluation criteria, applicable to this procurement are also incorporated on the attached solicitation document. This announcement will close at 2:00 PM (Pacific Time) on 05 December 2017.
