INVITATION TO A TECHNICAL EXCHANGE MEETING (TEM) Electronic Protection Measures (EPM) Upgrades for the SINCGARS Waveform 1.0 Description 1.1 As part of its responsibilities for the maintenance and evolution of current and future tactical waveforms for Software Defined Radios (SDRs), Program Executive Office Command Control Communications - Tactical (PEO C3T) Program Manager Tactical Radios (PM TR) Product Manager Waveforms (PdM WF) has been researching potential operational threats to the fielded Single Channel Ground and Airborne Radio System (SINCGARS) Waveform and radios that implement them. PdM WFs has identified potential near/mid/far term threats that may require software waveform changes. PdM WF is interested in soliciting feedback on possible waveform upgrades and Electronic Warfare (EW) protect techniques to combat any potential near-term or mid/future term threats. 1.2 THIS IS AN INVITATION TO A TECHNICAL EXCHANGE MEETING (TEM) ONLY. This notice is issued solely for information and planning purposes - it does not constitute a Final Solicitation or a promise to issue a Final Solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice or attending the TEM; all costs associated with responding to this notice and attending the TEM will be solely at the interested parties' expense. Not responding to this notice does not preclude participation in any future Final Solicitation, if issued. If a Final Solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor these sites for additional information pertaining to this requirement. If your company is interested in this planned procurement, then it is advised that you monitor the Federal Business Opportunities (FBO) website at HTTP://WWW.FBO.GOV. 1.3 TEM is tentatively scheduled for December 5th, 2017 at Aberdeen Proving Ground, Maryland. Official TEM schedule and specific location will be released to all participants after verification of requirements outlined in section 4.0 "Responses" of this announcement. 2.0 Background This TEM will be the first step in continuing industry engagement in support of enhancing the performance of the SINCGARS Waveform. The Government plans to consider all Industry inputs as it prepares for, and executes, its implementation of upgrades to the SINCGARS waveform. The Army will also leverage industry recommendations on the development of an enhanced SINCGARS waveform. 3.0 TEM Information The following items will be discussed at the TEM: 1. An overview of the threats to the waveform will be discussed (Classified). 2. SINCGARS enhancements that would improve EW survivability. 3. Vendor feedback on other Waveform/TRANSEC techniques to overmatch near/mid/far term threats 4.0 Responses 4.1 Interested parties are requested to respond to this invitation with an email stating their interest to attend. The email should include the name of up to two (2) participants from their company and a POC that will be used by the government to verify ability to attend classified briefings at the SECRET/NOFORN level. 4.1.1 TEM seating is limited and attendance will be determined on a first come, first serve basis in the order we received the request to attend the TEM. 4.2 It is recommended that participants attending bring a courier card to enable them to return from the TEM with classified materials to include a high level brief with additional information. 4.3 This TEM will be attended by various vendors and government contractors, as such, no proprietary information should be discussed in the open forum. If participants desire to discuss proprietary information with the government, this should be scheduled in advance of the TEM. 4.4 After the Government receives the attendance request, Security instructions/JPAS etc. will be provided. 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Specialist, email address: gregg.g.martin.civ@mail.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Federal Business Opportunities website (FedBizOpps) or directly to participant POC accordingly, questions shall NOT include proprietary, FOUO, or higher classification information. 6.0 Summary THIS IS AN INVITATION TO A TEM ONLY to identify sources that can provide information pertaining to PdM WF's request regarding SINCGARS information. The information provided in this announcement and presented at the TEM is subject to change and is not binding on the Government. The U.S Army has not made a commitment to procure any of the items discussed, and release of this announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All information discussed during the TEM, such as possible waveform or TRANSEC upgrades, become Government property and will not be considered proprietary information.
