- The US Environmental Protection Agency (EPA), Office of Research and Development (ORD) is the scientific research arm of EPA, whose leading-edge research helps provide the solid underpinning of science and technology for the Agency. This contract will provide ORD's Labs, Research Centers, and Offices (LCO) across the country graphics and media (G&M) support to enhance science and research results. The contractor is required to provide G&M support across the entire ORD enterprise. ORD has seven national Labs and Research Centers: National Center for Computational Toxicology (NCCT); National Center for Environmental Assessment (NCEA); National Center for Environmental Research (NCER); National Exposure Research Laboratory (NERL); National Health and Environmental Effects Research Laboratory (NHEERL); National Homeland Security Research Center (NHSRC); and National Risk Management Research Laboratory (NRMRL) ORD has five Offices: Office of Administrative and Research Support (OARS); Office of Program Accountability and Resource Management (OPARM); Office of the Science Advisor (OSA); Office of Science Information Management (OSIM) and Office of Science Policy (OSP) Many of the Labs, Research Centers and Offices (LCOs) have multiple locations across the U.S. Some share facilities with other EPA Offices, and others are located in their own facilities. This is a list of the current ORD locations where G&M support may be required: Ada, OK; Athens, GA, Cincinnati, OH; Corvallis & Newport, OR; Duluth, MN; Edison, NJ; Gulf Breeze, FL; Las Vegas, NV; Narragansett, RI; RTP, NC and Washington, DC. Many of which have contractor support on-site. The contractor shall prepare a variety of graphical products needed to support and enhance operations, presentations, and publications using the appropriate software and hardware tools. There may also be times, such as creating and printing posters for conferences, when there will be high volume as well as quick-turnaround requirements. Services provided shall include: 1) graphical design; 2) printing and publication; 3) multimedia authoring, editing and production; 4) video and photography production; and 5) technical writing, editing and documentation. The contractor shall provide ORD customers with a method for the submission and tracking of Work Requests (WR) for individual graphics and media support services. The Contractor shall submit draft workflow diagrams, Standard Operating Procedures (SOPs), and process documents for work requested and products created under this vehicle. It is anticipated that an Indefinite Delivery/ Indefinite Quantity contract with a five year ordering period will result from the solicitation. It will be accomplished using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The applicable NAICS code is 541430 with a size stanard of $7.5 million in average annual receipts. The solicitation will be set-aside 100% for small business. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (See FAR 52.219 14) under a procurement set aside for small businesses. The resulting contract will be a follow-on to contract GS-35F-088AA, TO# EP-G17H-01413 with SRA Internatinal. Questions regarding the content of the subject announcement must be submitted through the FedConnect ® portal. Offerors must register with FedConnect ® as an interested party to submit questions and to view responses. FedConnect ® is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect ® contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect ® also furthers the EPAÂ ¿s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect ®. Vendors can register with FedConnect ® at www.fedconnect.net/FedConnect/. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. THIS NOTICE IS NOT A SOLICITATION. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT ®. The solicitation is expected to be issued by or on November 28, 2017 through the FedConnect ® portal. The EPA does not intend to mail hard copies of the solicitation. It is the responsibility of the offerors to frequently check the FedConnect ® portal for updates or changes.
