- This is a pre-solicitation notice announcing that the National Park Service, Lake Roosevelt National Recreation Area, intends to issue a Request for Proposals for construction to replace the Keller Ferry Marina fuel and sewage pump-out dock system. This is a design-build project to accomplish the following: Provide and install new 1,000 square foot dock structure and pilings at the present location but further out in deeper water; Salvage and reinstall the existing fuel, water and sewage pump-out services; Salvage and reinstall the existing work shed; Repair the existing bulkhead; Repair and reinstall existing gangway; Salvage and install another 50 feet of existing gangway to extend the new dock further out into deeper water; Provide and install intermediate float between the gangways and piling to hold the intermediate float at approximately elevation 1,280 feet; and any other work to make the system complete and functional. This project is being solicited and awarded as a total (100%) Small Business set-aside. The NAICS code for this solicitation is 237990-Other Heavy and Civil Engineering Construction, with an associated small business size standard of $36.5 million. The magnitude of construction for this project is between $250,000 and $500,000. This magnitude range is required in accordance with FAR 36.204 and is not the government's estimate. A single firm-fixed price construction contract will be awarded as a result of the solicitation. Solicitation number 140P8318R0003 will be issued as a Request for Proposals, posted to http://www.fbo.gov with a link to retrieve the solicitation form (SF-1442) and all associated attachments at https://www.fedconnect.net on or about November 28, 2017 with a response date 30 days thereafter. PROJECT LOCATION. This project is located at the Keller Ferry Marina, Lake Roosevelt National Recreation Area, 15 miles north of Wilbur, Washington via US-2 West and State Route 21 North. Information about the park is available at www.NPS.gov/LARO. SITE VISIT. An organized site will be scheduled for all interested parties at a time and date to be announced in the solicitation (will be in Section L of the terms-conditions attachment). The site visit will occur at Keller Ferry Marina (refer to above address/location info). Offerors are encouraged and expected to attend the scheduled site visit, to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS, EMAIL REQUESTS, OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED.
