- The U.S. Government Accountability Office (GAO) intends to award a sole source contract to Skillsoft Corporation, 300 Innovative Way, Suite 201, Nashua, NH 03062 for an Enterprise-Wide Online Learning Solution. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy the agency requirement. GAO's Learning Center (LC) is responsible for anticipating the learning needs of a workforce that must keep pace with the needs and interests of its Congressional customers. To meet the needs of GAO's workforce of approximately 3,000 employees, the LC offers GAO employees the opportunity to continuously learn and sharpen their talents and competencies throughout their careers. Additionally, the LC must match learning resources to the learner by providing a range of learning venues including web-based training as either separate development resources or as precursors to classroom training and team discussions. One way GAO seeks to accomplish this is by making available to individual staff an extensive library of commercially developed e-Learning courses, job aids, and reference material on a wide range of topics. These commercially developed courses will complement GAO-specific training being developed and/or taught by GAO staff. There are many subject areas where commercial training builds skills that support the tasks GAO analysts must perform. This requirement provides an Enterprise-Wide Online Learning Solution for the GAO Learning Center. The anticipated period of performance is a one-year base period; with four, one-year option periods, beginning on November 17, 2017. This notice of intent is published for informational purposes only and not a request for quotes. Therefore, no solicitation documents exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement; including costs that clearly articulates the ability to provide services as described above. Submit responses by 12:00PM ET on November 15, 2017, for consideration by the Government via email transmittal to Greg Sabater at SabaterG@gao.gov. Within the Subject Line of your email, reference GAO Enterprise-Wide Online Learning Solution. A request for documentation will not be considered as an affirmative response. The determination not to compete the sole source contract based upon responses to this notice is solely within the discretion of the Government.
