NOTICE TO OFFERORS: IN ACCORDANCE WITH AFFARS MP 5332.7 FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. THIS SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO NOT CONTACT THE CONTRACTING OFFICE TO PROVIDE CAPABILITIES STATEMENTS OR NOTICE OF INTEREST. Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price contract at Davis-Monthan AFB, Tucson, AZ. The applicable North American Industry Classification System (NAICS) code is 238220 with a small business size standard of $15,000,000.00. Project includes all work necessary to design and sustain base HVAC and Fire Suppression systems for facility 75 at Davis Monthan AFB. Work includes but not limited to(100%) Design Services including preparation of complete Construction Documents. Work also includes repair of existing fire alarm systems including the removal of a redundant fire pump that is currently inoperable, replacement of the fire pump with a base standard riser, andsprinkler system sustainment to ensure working order for the next several years. Additionally, the HVAC system in facility 75 has several major components that are failing. These components include an air handler, chiller, packaged unit, several condensers, and the controls system. There is an inoperable fire pump in the sprinkler system. The sprinkler system does not currently meet back flow prevention codes or NFPA. Repair the HVAC system and rebuild the fire riser in facility 75 on Davis-Monthan AFB. Work will include HVAC, plumbing, electrical, and all finish work needed to give a complete and usable product. The repairs to the HVAC will include replacing a chiller, several condensers, package units, an air handler, and the HVAC controls. Some of the hot and chilled water distribution system will also need to be replaced. All work shall comply with the current Base Design Compatibility Guidelines (DCG), and bring all identified facility systems up to current codes, and supervision necessary to complete the aforementioned project at Davis-Monthan AFB, AZ. IAW FAR 36.204; the project magnitude is between $1,000,000 and $5,000,000. AS A MINIMUM, THE FOLLOWING INFORMATION WILL BE REQUIRED: THIS PROCUREMENT IS A COMPETITIVE HUBZone SET-ASIDE. Award will be made in accordance with Sections L & M of the solicitation. The successful contractor will be selected using Lowest Price Technically Acceptable (LPTA) procedures; resulting in the best value to the Government. Evaluation factors will be set forth in Sections L & M of the solicitation and will include evaluation of the following areas: Price, Technical Acceptability and Past Performance. This initial Pre-Performance conference will be held at Davis-Monthan AFB, Tucson, AZ. The performance period for this project is 380 days. Interested HUBZone firms will be required to show evidence of bonding capability to the maximum magnitude of the project as outlined in the solicitation. The solicitation is expected to be issued on or around 27 November 2017. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation will be available in electronic format, for free, only on the Federal Business Opportunities Web Site at www.fbo.gov. No paper copies will be issued. Potential offers are responsible for monitoring this site for the release of this solicitation package. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website www.sam.gov.
