Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 36C78618Q0031 and the solicitation is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. This project is set-aside 100% for Service Disabled Veteran Owned Small Business Concerns and the associated NAICS code is 561730. The small business size standard is $7.0M. The scope of work includes having a single contractor provide all necessary expertise, supervision, labor, equipment, and supplies to accomplish the delivery and installation of Kentucky Blue Grass/Perennial Rye Grass Blend sod on grave sites at the Fort Logan National Cemetery property located at 4400 W. Kenyon Avenue, Denver, CO 80235. All work will be accomplished during normal duty (Monday thru Friday- 8:00 a.m. to 4:00 p.m.). Work to be accomplished within the hours of 8:00 a.m. to 4:00 p.m. Monday thru Friday. No work will be allowed to be performed on weekends and official government Holidays, without advance written consent of the C.O.R. All work will be done in strict accordance with the attached scope of work and installation standards will be adhered to the most rigid of industry standards. This project is subject to the availability of funds as prescribed by FAR 52.232-18. Funds are currently unavailable for this acquisition and the Government's obligation under this contract is contingent upon availability of appropriated funds for which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. All questions regarding this solicitation shall be emailed in writing to the Contracting Officer at Geraldine.herrera@va.gov. Quotes can be emailed or mailed. Mailed quotes can be sent to the attention of Ms. Geraldine Herrera, National Cemetery Administration, Contracting Officer, 155 Van Gordon Street Lakewood, CO 80228. The deadline for receipt of questions is November 20, 2017- 4:00 p.m. MST. The contract performance period is written for one base year consisting of 12 months beginning October l, 2017 and concluding September 30, 2018. The performance period for option year one will commence October 1, 2018 and conclude September 30, 2019, and each subsequent option period thereafter will fall on the anniversary date of October 1 st and conclude September. All work and/or deliveries of Sod will be performed at the Fort Logan National Cemetery and performed in a manner deemed acceptable to the Government. The provisions of FAR 52.212-1, Instructions to Offers Commercial, applies to this acquisition and any addenda to the provision also applies to this acquisition. FAR 52.212-2, Evaluation Commercial Items is applicable to this acquisition and the Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor l) Past performance and experience; and Factor 2) Price. FAR 52.212-3, Offeror Representations and Certifications Commercial Items is applicable to this acquisition and offerors are required to be registered in www.sam.gov. SAM is a single source website for vendor data. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and those clauses applicable are marked on the attached solicitation document. Electronic quotes can be emailed to Geraldine.herrera@va.gov, and the RFQ closing date is November 22, 2017 @-2:00 p.m. MST. Quotes submitted must be valid for a minimum of 90 calendar days from RFQ closing. The National Cemetery Administration requires all quoters to be registered in (wuw.sam.gov), and Vetbiz.gov (www.vetbiz.gov) to be eligible to receive an award subject to this announcement.
