- Answers/responses to questions received from potential offerors are listed below: FA3016-18-R-0004 Questions and Answers 1) Question: Has a time and location been established for a pre bid site visit? Answer: A site visit will not be conducted. 2) Question: Please confirm that in section 52.228-1 (C) the Government is requesting a bid guarantee for 80% of the ceiling price ($4,000,000). Answer: The guarantee amount will be adjusted to read: 20% of the ceiling price. 3) Question: Attached find line items I could not identify on e4CLICKS or RSMEANS would you please see if they're correct? I'm not using e4clicks or rsmeans to price this project but using it to compare it. Answer: The line items you listed can be found in the 2017 Master Composite Data for RSMeans. 4) Question: Are we suppose to provide a price proposal or estimate because I didn't see it the package that we're to submit? Answer: Yes, you're required to fill out attachment 1 (Unit Price Book) to the solicitation. 5) Question: Attachment 9- 1.2.3.2 New Work Perform a topographic detail survey sufficient to support the work effort and work plan development? What do you mean? Answer: You must assess the work requirement and determine if you need a survey to complete the task and add appropriate items to your proposal to cover those needs. 6) Question: Do you mean the ground and existing features on the surface of the earth or slightly above or below the earth's surface (i.e. trees, buildings, streets, walkways, manholes, utility poles, retaining walls, etc.). Answer: Yes, that is a topographic survey and if needed would need to be planned to be in compliance with the Special Conditions, 01 35 13.30 00 & 01 35 13.20 00 (Attachment 2). 7) Question: Would like to know if this IDIQ is a single or multiple award IDIQ? Answer: Per page 37 of the SF1442 (solicitation) "the Government intends to award one contract in response to this solicitation." 8) Question: Is this IDIQ limited to local area HUBZONE? Answer: Per page 32 of the SF1442 (solicitation) "This acquisition is a competitive HUBZone Small Business Set-Aside, geographically restricted to Texas." 9 ) Question: Will CPARS evaluations be acceptable in place of the Past Performance Questionnaires? Answer: CPARS evaluations can and will be acceptable but offerors are instructed to follow the instructions on page 35, section F, Volume III of the SF1442 (solicitation). 10 ) Question: Is there a high probability that we will get $800,000 a year? Or will it be all over the place and we may only get $2,000 a year for 5 years? Answer: Only the minimum amount ($2,000) listed on page 3 of the SF1442 (solicitation) will be guaranteed. 11) Question: Who had this IDIQ contract prior to this? Answer: Gideon Contracting, LLC had the contracts at Fort Sam and Randolph, Frank B. Hinojosa had the contract at Lackland. 12) Question: Do we need to bid every line item exactly as described on the unit price sheet? For example line item 139, do we have to bid this for using a feller buncher? Or could other methods be used to clear and grub site, tree thinning, up to 8" diameter? Answer: Contractors proposal must be in accordance with the Unit Price Book (UPB) Line items. If contractors means and methods are not covered by the UPB, the contractor shall submit alternative means / methods with proposed costs to accomplish tasks. 13) Question: Has this project been funded? Answer: The project has been funded with the minimum guarantee amount ($2,000). 14) Question: Will pricing be updated every year during this contract or will the submitted pricing book be used for the whole duration of the contract? Answer: The pricing will be broken out per year. An updated Unit Price Book will be uploaded and used as attachment 1 to the solicitation. An amendment to the solicitation will be posted to reflect this change to the UPB.
