- Specifications for the Self-Contained Acoustic Doppler Current Profilers (SOW 73-0018-18) The Naval Research Laboratory (NRL) intends to negotiate a sole source firm-fixed-price contract with Teledyne RD Instruments (RDI), Inc. for the purchase of four (4) four-beam Workhorse Long Ranger Self Contained (SC) Acoustic Doppler Current Profilers (ADCPs) for Deep - C, making deep current observations. Teledyne RD Instruments (RDI), Inc. is the industry's leading manufacturer specializing in the design and manufacture of a variety of underwater acoustic Doppler products for current profiling of the water column. Their instruments are characterized by high stability, accuracy, range, and sensitivity. The four 75-kHz ADCP instruments with surface-wave firmware, associated gear, and software must be capable of measuring currents in the upper 2000 m with very high accuracy and be designed to withstand long period of deployments (several months to nearly two years). Firms may identify their interest by responding to this notice and submitting either a capability statement or a quote/proposal. This notice is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement.
