Description
The 42nd Contracting Squadron at Maxwell AFB, AL hereby gives NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT to Talent Plus, Inc. to provide the Air University (AU), Maxwell Air Force Base, Alabama with pilot selection services in accordance with (IAW) the attached Statement of Work (SOW). Brief Description of Requirement: The contractor shall provide psychometric assessments using the data collected from archival research, focus groups, 163 research interviews, 1,102 USAF Pilot Interviews and the subsequent analysis of these interviews to identify candidates for the Pilot Training Next program. Period of Performance: 1 December 2017 - 28 February 2018 Place of Performance: Maxwell AFB, AL. The North American Industry Classification System (NAICS) code is 541612 - Human Resources Consulting Services. There will be no written solicitation issued. This is an intent to make a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13.106-1(b) Soliciting from a single source. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil. Those capable of meeting the requirement IAW the SOW are requested to provide the following information in their response: 1) Current capability that demonstrates your company's ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number. IMPORTANT NOTES: a) Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. b) Respondents may respond via e-mail no later than 27 November 2017, 12:00 pm, Central Standard Time (CST) to 42CONS.LGCB.Orgmail@us.af.mil. If no responsible, responsive offers are received by the above date, a sole source contract will be issued to Talent Plus, Inc. under the authority of FAR 6.302-1. STATEMENT OF WORK (SOW) FOR U.S. AIR FORCE PILOT INTERVIEW 8 Nov 2017 1. SCOPE This Statement of Work (SOW) defines the effort required for the interview and predictive analysis of 150 nominees for the Pilot Training Next (PTN) program from 2 pools of candidates identified by the Government. 2. BACKGROUND The interviews which the contractor will analyze will provide the PTN team with analytic data by which to select students for training. This data will also be used to validate the methodology of the PTN prototype. The validated predicted outcomes of the students in a traditional UPT environment will be compared against the outcomes of our selected student population, in order to develop an indicator for program rigor. In seeking to select the highest quality of U.S. Air Force officer, in September 2001 U.S. Air Force Officer Accessions and Training Schools (AFOATS) issued a contract to conduct a research study and create a selection instrument that would enhance U.S. Air Force pilot recruitment and retention. By studying highly successful pilots and determining a set of characteristics and behaviors that differentiate them from more moderately successful pilots. An instrument was used that identified candidates with the kinds of talents characteristic of highly successful pilots. This instrument, the U.S. Air Force Pilot Interview, has been designed to identify pilot talent even in individuals who do not meet existing criteria for pilot selection (which emphasizes academic performance and skills­ based assessment and prediction) and despite candidates' lack of previous training or opportunities to express pilot talent. The U.S. Air Force Pilot Interview is intended to augment the U.S. Air Force's current pilot selection criteria as an inclusive selection instrument, in a manner that identifies potentially successful candidates who otherwise would not be identified through traditional selection criteria. 3. DESCRIPTION OF SERVICES The contractor shall use a scientific process that meets the psychometric standard embodied and required by the U.S. Department of Labor Uniform Guidelines and the American Psychological Association's Standards for Educational and Psychological tests. The contractor shall develop an assessment tool and data collection proccess to evaluate candidates. The government will provide the contractor a detailed spreadsheet of pilot candidates and pertinent details. The contractor shall schedule, conduct, administer and analyze pilot candidate interviews The contractor shall administer and analyze data collected using the assessment tool. The contractor shall consolidate and analyze results from the interviews and data collected using the assessment tool. The contractor shall deliver individual pilot candidate selection reports, candidate rankings, recommendations, and executive report. The contractor shall provide feedback sessions with selected pilot candidates and provide a debrief session with pilot instructors. 4. REPORTS Executive Summary Report The contractor shall provide an Executive Summary at HQ AFOATS once all the interviews are completed at which time project books will be provided. This summary is to occur not later than 30 days after the interviews have been completed. 5. TRAVEL The government shall reimburse the contractor for travel associated with providing the Executive Summary and debriefings in accordance with the Joint Travel Regulation (JTR).
